STIP Project U-5706
Rockingham —The public is invited to an upcoming open house and public hearing to review and provide
input on a proposed extension of U.S. 74 Business to Richmond Road.
The proposed project, State Transportation Improvement Program Project No. U-5706, would create a
new road from U.S. 74 Business to Richmond Road. It's intended to provide a more direct route between
East Broad Avenue and the residential areas to the north and reduce area traffic.
The N.C. Department of Transportation in cooperation with the Federal Highway Administration has
approved an Environmental Assessment (EA) for the proposed project. The Environmental Assessment
(EA) contains a summary of the purpose and need of the project and the impacts associated with the
various route locations under consideration.
With the Environmental Assessment (EA) now available to the public, the formal review period has begun.
The open house and hearing provide opportunities for the public to make formal written or verbal
comments that will be included in the project record. These comments will be considered in the selection
of the Preferred Alternative for the project.
The open house and public hearing are scheduled to be held:
• Thursday, September 15tn
Richmond Community College - Cole Auditorium
1042 W. Hamlet Avenue, Hamlet, N.C.
Open House: 4-6:30 p.m.; Formal Presentation: 7 p.m.

Copies of the Environmental Assessment (EA) and maps showing the detailed study alternatives are
available for review at the following locations, through September 30tn:
• Rockingham City Hall, 514 Rockingham Road, Rockingham
• Leath Memorial Library, 412 E. Franklin Street, Rockingham
• NCDOT Highway Division 8, 121 DOT Drive, Carthage
• NCDOT District 2, 902 N. Sandhills Blvd., Aberdeen
The U.S. Army Corps of Engineers, Wilmington District, will issue a public notice describing the ongoing
process in choosing the Least Environmentally Damaging Practicable Alternative for the project, under
Section 404 of the Clean Water Act. That public notice will be available at this website:
www.saw.usace.army.mil/Missions/RegulatoryPermitProgram.aspx.
The Environmental Assessment (EA) and maps can be found on the project website
