Please find below responses to the requested information. NCDWR COMMENTS Contact: Sue Homewood 1) Please clarify if NCDOT or a local government will be assuming responsibility for the proposed roads. If either entity will be assuming future maintenance of the roads, please provide confirmation that they have reviewed the bottomless culvert design and will accept the roadway as designed. —> The City of Winston-Salem will own and maintain the internal subdivision streets. Documentation is provided with this letter that shows Winston-Salem will accept the BridgeCor product if it meets NCDOT standards. —> NCDOT is currently reviewing the BridgeCor product to ensure it meets their standards; documentation will be provided as soon as it is available. 2) Based on the Divisions previous experience with these structures, the shading that will occur under the proposed bottomless culvert will lead to the die -off of woody vegetation which provides the structure that keeps the stream banks intact. Erosion of stream banks then occurs leading to sediment loading in the stream, over -widening of the channel, and reductions in habitat heterogeneity will subsequently occur. Such reductions in stream function are considered as indirect impacts / losses of existing uses of the stream channel, and therefore justify compensatory mitigation pursuant to 15A NCAC 02H .0506(c). Please provide a stream mitigation plan for the total perennial stream losses from both direct and indirect impacts within the entire proposed project. —> While the total impacts for the project exceed 300 LF, the two culvert impacts only total 289 LF. The remaining impacts include riprap that will be installed flush with the existing stream channel temporary coffer dams used for installation. As noted in the response to comment #3, the riprap apron for the bottomless arch culvert has been shifted under the arch for stability. There is no anticipated functional loss of stream channel and the total impacts of the two culverts is less than 300 LF, therefore no stream mitigation shall be required. www.eagleonline.net 2013-A Van Buren Avenue Indian Trail, NC 28079 Ph 704 882 4222 Fax 866 775 0329 3) Please explain why a riprap apron is required in the stream downstream of the bottomless culvert. This would indicate that the culvert is expected to increase the velocity within the stream channel. As noted above, any functional loss to the stream channel as a result of installation of the bottomless culvert would be considered to be indirect and cumulative impacts and should be accounted as such in the application. - The riprap apron placed downstream of the bottomless culvert has been moved underneath the culvert arch for stability. The apron will be installed flush with the existing grade and will not result in functional loss of stream channel. There is no expected increase in velocity within the stream. 4) Please explain why Culvert #2 is not proposed to be buried within the stream channel. - Culvert #2 has been revised to a 72" pipe buried 1' below existing channel grade. 5) It appears that Wetland Impacts #3 and #4 could be completely avoided with a minor adjustment to the plans to shorten the road and remove lots 41 and 42, or to use retaining walls to minimize the fill to these areas. Given the total number of lots proposed for this development, please provide justification as to why the loss of only 2 lots is not practical. - The cul-de-sac has been shortened; two lots were removed & the grading was revised to eliminate the impacts to the two wetland areas (previously designated W-3 & W-4). The total wetland impact has been reduced from 0.484 acres to 0.244 acres. As you have any questions, please do not hesitate to contact our office. Will that be an acceptable product? I see in the IDS manual that all metal pipe should be CAP, but it isn't clear if that applies to the bottomless culvert as well. Contech will design the bottomless culvert, and a third party structural engineer will design the retaining walls at each culvert. Is it ok for us to make a resubmittal of the civil plans to address all other comments, and once we have full design documents for the culvert & walls, we can submit that info for final approval?
