Linville, North Carolina ,ICIL) Z�/2 I received a letter from NCDENR dated April 30, 2012 which imposed a sewer line moratorium on GGCC Utility, Inc. (GGCC). GGCC has been working with McGill Associates, P.A. (McGill) since 2010 on various utility projects. After consulting with Mr. Forrest Westall, PE, of McGill, I offer this letter in response to the imposed sewer line extension moratorium. According to 15A NCAC 02T .0118, "Demonstration of Future Wastewater Treatment Capacities" allows for the issuance of permits for sewer line extensions to facilities exceeding 80% of their hydraulic treatment capacity, provided that specific evaluations of future wastewater treatment needs have been completed. GGCC currently provides sanitary sewer service to 192 residential customers, the GGCC Administration building, GGCC guardhouse, and the GGCC Clubhouse. As noted in the moratorium letter, the 12-month average flow for the GGCC wastewater treatment plant (WWTP) in 2011 was 0.0567 MGD (80.99% of the design flow). For the record, the average monthly flow from January 2012 through July 2012 has been 0.0590 MGD (84.29%) of the design flow. These flows have corresponded to a relatively wet year with respect to rainfall. For instance, the month of July 2012 averaged 0.0710 MGD of WWTP flow when the monthly total rainfall for July was 6.36 inches (1.08 inches above average) with rainfall on twenty-two (22) days of the month. In 2011, GGCC and McGill began a comprehensive evaluation of the existing sewer collection system with a goal of removing extraneous infiltration and inflow (UI) from the wastewater collection and treatment systems. Upon completion of the sewer system evaluations and forthcoming sewer rehabilitation projects, it is expected that the annual average flows will decrease. Consequently, GGCC has no plans for exceeding the current hydraulic treatment capacity of the existing WWTP. P.O. Box 368, Linville, NC 28646 (828) 898-4531 www.GrandfatherClubNC.com October 2, 2012 Mr. Charles Wakild, PE Page 2 The existing sewer service area for GGCC encompasses roughly one-half (1/2) of the GGCC development with wastewater disposal for the remaining residences being provided by private septic systems. There are no remaining areas within the GGCC boundaries where residential development could occur. Additionally, GGCC has no future plans to extend the public sewer collection system to the existing residences that are currently on private septic systems. GGCC does, however, have plans to add its community beach house facility to the GGCC sewer system. This decision has been reached based on the age of the septic system currently servicing the beach house facility and the position that in the long term, sewer service to the swim beach facility would be most effectively provided by the public sewer collection and treatment systems. Based on the number of fixtures within this facility, the estimated additional flow from this facility will be equal to or less than 3,800 gallons per day during the limited time in which the facility is open, which is Memorial Day through Labor Day of each year. Therefore, the addition of the beach house facility will not cause the WWTP to exceed its current hydraulic treatment capacity. A letter of request for a Fast -Track -Application sewer permit is being submitted concurrently to the Asheville Regional Office under the provisions of NCAC 02T .0118 (3) for approval of the extension of the GGCC sewer system to serve this beach house facility. I trust that this letter will adequately address the issue of future wastewater treatment needs for GGCC Utility, Inc.
