PROJECT SUMMARY: The applicant proposes to redevelop and expand his existing docking facility to create 5 boat slips. John Jones Page Two 9. PROJECT DESCRIPTION: The project site is located at 126 Riverview Drive, adjacent to the Brunswick River, located in Leland, Brunswick County. To locate the property from Wilmington, take US-17/LTS-76W from Wilmington. Exit at NC-133 S and turn right onto Village Road NE. Travel approximately 0.2 mile and turn right onto Fairview Road. Turn right onto Holly Street and then left onto Riverview Drive. The property will be located on the right. The property consists of Lots 8 and 9 in Belvedere Heights, totaling approximately 2.6 acres in area and with a combined approximate shoreline of 700'. The elevation of the tract ranges from 3.5' to 15' above Normal High Water (NHW). Asingle-family residence currently occupies the highground portion of Lot 9. A man-made canal, measuring approximately 250' in length, runs along the southern property line on Lot 8, which is currently dry at Normal Low Water (MLW). It appears the material excavated during construction of the canal created a highground peninsula adjacent to the canal, which is surrounded by high marsh, composed primarily of Cattails (Typha spp.) and Giant Cordgrass (Spartina cynosuroides). A narrow fringe of S. cynosuroides also exists on the northern bank of the canal. A boat ramp and floating dock are located at the canal's end. The floating dock measures 16.5' in length by 6' in width. A second docking facility is located at the end of the peninsula adjacent to the Brunswick River. It currently consists of a short pier to an elevated, fixed platform measuring approximately 20' in length by 14' in width. The platform then leads onto a floating dock, aligned to the north, which measures 25' in length by 6' in width. Highground vegetation on the property consists of primarily of lawn grasses, Wax Myrtle (Myrica cerifera) and ornamental plants. The Brunswick County Land Use Plan classifies the adjacent waters as Conservation. The waters of the Brunswick River are classified SC by the Division of Water Quality. The ARE designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. They are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant is requesting to remove the existing docking facility at the end of the peninsula and replace it with a 5 slip docking facility. A 26' long pier, measuring 6' in width would lead to a 16' by 16' gazebo. A ramp would then lead from the northern side of the gazebo onto a floating dock, measuring 125' in length by 8' in width, aligned parallel with the shoreline. Five 25' long side-to slips are proposed on the waterward side of the floating dock. The floating dock would extend approximately 20' waterward from the edge of the bank. Pilings would be placed on the landward side of the float, which the applicant states would not be used for dockage. The current water depths adjacent to the proposed boatslips ranges from approximately -4' to -6' at Normal Low Water (NLW), as determined by soundings taken in the field by DCM staff on September 10, 2007. Water depths provided on the plans were provided by Bill Warren, and were obtained via soundings at low water. John Jones Page Three 10. ANTICIPATED IMPACTS The docking facility would incorporate approximately 1,256 sq. ft. of Estuarine Waters and Pubic Trust Area. The proposed dock would not encroach into the adjacent 15' Riparian Corridor Setback. Minor increases in turbidity should be expected during construction. The proposed docking facility would extend approximately 30' into the waterbody, which measures approximately 400' across, thus conforming to the '/4 width rule.
