This revision reallocates impervious area as shown on the approved plans dated June 22, 2010. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please add the attached plans to the previously approved plan sheet. The plans approved today show the 7,652sf of existing impervious area that was not originally permitted as well as the 2,926sf of impervious that is proposed as new. The impervious area was previously permitted to allow for 167,000sf of impervious area. The reallocation approved today shows the revised layout of 166,961sf of impervious area. Please be aware that all terms and conditions of the permit issued on May 31, 1995, remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules; regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. We typically issue permits to the person who is a representative of the owner of the land who is in financial control of the land (usually either the School Superintendent or the individual over the school board). I understand that Mr. Anderson is the Director of Facility Planning and Construction and will likely implement the terms of the permit, but is there an alternate name that we can put on the permit? I have already written the letter, I just need to sort out this last detail. No "existing" modular classrooms are shown on the May 2001 approved plans. The original permit for Parsley was issued on February 24, 2000, and included an allocation of 2.03 acres of BUA for buildings, which included "expansions and future modular units". I notice on the pdf file that Cindee Wolf sent to me on April 29, 2010, someone (not DENR) had handwritten at the bottom of the application form, 'A modulars at 864 sf and 2 expansions at 2640 sf each." In the May, 2001 modification, the 4 modulars at 864 sf each were removed in order to provide for 3456 sf (0.08 acres) of additional sidewalk area to cover 2 proposed sidewalk extensions. The result was no net change in the amount of permitted BUA, which stayed at 183,388 square feet. The May 2001 modification allows for 1.95 acres (84942 sf) of buildings which still includes the 2 expansions at 2640 sf, 1.89 acres of parking, and 0.37 acres of sidewalks. No modulars were permitted with the May 2001 permit and the BUA did not include any allocation for existing, proposed or future modular units. There was only 1960 sf of BUA leftover in 2001 after everything was accounted for, The current proposal lists only 73,744 sf of buildings. The current building BUA in the 2001 permit is 84,942 sf, which should cover only the actual school building and the 2 building extensions because all of the available modular BUA (0.08 acres) was removed and exchanged for more sidewalk. If you remove the 2 remaining building extensions at 2640 sf each, then the absolute minimum building BUA starting point is 79,662, (84942 minus 5280). The five unpermitted modulars, at 860 sf each, would then have to be added to 79,662 to come up with the new permitted building total of 83,962 sf. The 2001 sidewalk total of 16,117 is only being increased by 53 sf with the proposed modification. It appears that you may have assumed that most of the sidewalk already out there was included in that 16,117, when it fact again, the 16,117 is only the starting point. There has been quite a lot of sidewalk added that is not part of that 16,117 sf, including sidewalk extensions at the northwest side (rear) of the building to the play area on one side and to the modulars on the other; the sidewalk in front of the modulars; the sidewalk additions/changes between the staff parking area and the playground and court areas; and the sidewalk addition at the front entrance. I estimate the added BUA from the sidewalks is approximately 2,500 sf (500'long x 5' wide) . So the new sidewalk total is 18,617 sf. The 2001 parking area is 82,328 sf. The proposed modification is an increase to 86,601 sf. I assume the 2 new paved court and playground areas and the new pavement at the mechanical area on the north side of the building make up the 4,000 sf increase for the parking area. However, the 2 new paved playground and court areas alone scale at over 6,600 sf, so why is the pavement area only being increased by 4,000 sf? Since the 2001 pavement area appears to have been constructed per the plans, the new pavement total should be a minimum of 88,928 sf. Grand total is at least 191,507 sf, which exceeds the maximum density limit of 30% for this project. We will definitely need to meet to go over and discuss the derivation of these numbers for Parsley. CODINGTON This permit is high density for 167,000 sf of BUA to be treated in a wet pond. The BUA does not include any "future" allocations, so in order not to impact the pond, you will need to show where and by how much the BUA on the ground now differs from the amounts permitted. For the most part, the approved plan seems to have been followed, except for 2 areas- one is the interior courtyard and the other is a terrace at the back north corner. These areas do not appear to have as much pavement as they were approved for. These changes may free up enough BUA to cover the added modular classrooms and sidewalks. A tradeoff of the courtyard and terrace BUA for the modular unit BUA, can be approved as a plan revision as long as there is only 167,000 sf or less BUA. The revised plans need to show how the runoff from the modular roofs will be collected and drained into the wet detention pond. The collection system appears to be right next to the proposed locations of the modulars, so directing the roof runoff into the collection system should not be an issue. I am reluctant to proceed with award of the contracts until we know for sure the mobiles will be allowed at Parsley and Codington. As much as I would like to utilize the express review process, the School System is not in a position financially to do So. We must rely on the regular program for review. Thanks for the info. Before I schedule a meeting, I need to know if the County is planning to utilize the Express program for the review and permitting of the proposed changes for both projects. If you elect to use Express, please contact Ms. Janet Russell to schedule a scoping meeting with the next available reviewer. If you will not be using Express, please contact Ms. Kelly Johnson to schedule a meeting with her to discuss submitting these projects to the regular program. Both of these project files are in the storage facility, so a meeting tomorrow may not be possible unless someone is going to the storage facility today and can obtain those files. We must see the previously approved plans in order to meet and accurately convey the direction you need to go in for permitting. Because both projects claim to have less BUA after the addition of the mobile units than was permitted, a detailed review and comparison of the approved plans to the proposed plans will need to be done to determine where the differences are. Pending a review of the approved plans, both of these will most likely just be plan revisions. In Express the fee for each plan revision will be $500.00. There is no fee for a plan revision in the regular program. If the review determines that a permit modification is needed, the Express fee for a high density permit mod for Codington, will be $4000.00 and the Express fee for a low density permit mod for Parsley, is $2000.00. The permit allowed a total of 167,000 sf of impervious area, but it is very unclear where the original engineer came up with the breakdown of Buildings — 88,000 sf, Concrete — 4,000 sf & Asphalt — 75,000 sf for the application. Two (2) copies of the requested "Plan Revision" are attached. That plan shows the actual breakdown of the existing surfaces and of the proposed addition of three (3) modular classrooms & associated fixtures. The total of impervious surfaces is 166,961 sf, which remains less than the 167,000 sf permitted. Please let me know what other information, calculations and/or plans you need to approve the revision.
