This Certification is pursuant to the application for South Central Elementary School received on
April 3, 1995, with additional information received on May 19, 1995. Staff review of the project plans
and specifications has determined that the stormwater control system as proposed for South Central
Elementary School will comply with the Stormwater Regulations set forth in Title 15A NCAC
2H.1003(i). The runoff from 167,000 square feet of impervious area will be treated in a detention pond
sized to achieve 90 °b reduction in Total Suspended Solids.
Any modification of the plans submitted to and approved by this Office or further development
of this site regardless of the fact that the modification may be less than 1 acre, will require an additional
Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include
but are not limited to; project name changes, transfer of ownership, redesign of built -upon surfaces,
addition of built -upon surfaces, redesign or further subdivision of the project area.
This Certification shall be effective from the dale of issuance until rescinded. The project shall
be constructed and maintained in accordance with the plans and specifications approved by the
Wilmington Regional Office. This Certification does not supersede any other permit or approval. The
developer is responsible for obtaining any and all permits and approvals necessary for the development
of this project. This could include the Division of Coastal Management under CAMA -requirements, the
Division of Environmental Management under Wetland 401 Water Quality Certification and/or a Dredge
and rill Permit and/or a newer Extension/Collection Permit, U.S. Army Corps of Engineers 404 Wetland
Permit, NPDES Stormwater Permit if disturbing five acres or more, local County or Town Agency
permits under their local ordinances, or others that may be required.

A professional engineer must certify that the stormwater system has been installed in accordance
with the approved plans and specifications upon completion of construction. The attached certification
should be received by this Office within 30 days of completion of construction.
The detention pond must be constructed in it's entirety, operational for it's intended use, and
permanently vegetated prior to the construction of any impervious surfaces proposed as a part of the
project, except roads.

project shall limit the allowable built -upon area per lot to 167, 000 square feet inclusive of right-of-way,
structures, pavement walkways or patios of brick, stone, or slate, not including wood decking, state that
the covenants will be binding on all parties and persons claiming under them, that they will run with the
land, and that benefits may be enforced by the State of North Carolina, therefore; the covenant cannot be
changed or deleted without consent of the State.

We are in receipt of your April 12, 1995 correspondence. Enclosed are two sets of revised plans, a
plan sheet delineating drainage areas, and one set of revised stormwater calculations for your
approval. We offer the following in response to your comments.
1. The piping from CB No. 9 and CB No. 15 has been rerouted creating a longer flow path per
your request.
2. It is our understanding that the playground area will not have any concrete pads or other
impervious surfaces.
3. The entire detention pond will be constructed to a depth of 4' below the normal pool elevation.
Additional elevations have been added to ensure that the pond will be 4' deep at all inlet
locations.
4. Dimensions have been added to the plan indicating the widths and lengths for the normal pool.
5. The drawdown orifice size has been recalculated based on the revised state storage provided by
the pond. See enclosed calculations.

The Wilmington Regional Office received a Stormwater Submittal for the South Central
Elementary on April 3, 1995. - A preliminary review of that information has determined that the submittal
for the subject project is not complete. The followinginformation is needed to continue the stormwater
review:
1. Reroute inlet piping from CB's 9 and 15 so that a longer flow path is created and the
incoming runoff does not short-circuit the pond.

/3. A large portion of the runoff from the site (CB-1 through CB-8) will drain into a shallower
K. end of the pond, and then exit through the outlet structure without having the settling
eo advantage of a 4' deep pond. You must either switch the outlet structure to the end of the
ov� Q shallower part, and reroute the inlet pipe to the deeper end, or provide at least 4"' of depth
�hIV at all pipe inlet locations.
v 4. Please add dimensions to the pond, indicating the various widths and lengths for the.
permanent pool.
The drawdown orifice size must be based on the actual volume provided by the pond,
25,466 cubic feet. This will decrease the orifice size to a range of 1.8" to 2.811:

A. The detention pond will be checked after every major storm event to insure that the outlet
structure is working properly and is not clogged with debris. Remove any accumulated sediment or debris.
Any signs of erosion or deterioration of the pond side slopes or any other feature must be repaired before the
next storm event.
B. The depth of the pond will be checked every six months to determine the depth of the
permanent pool. The pond will be cleaned out when silt deposits reduce the depth of the permanent pool to
3.0 feet. The side slopes of the pond shall be mowed as required to maintain a grass height not to exceed 8
inches in height.
C. Collection basins and piping will be checked every six months and kept clear as necessary.
3. CERTIFICATION
The owner will submit to the Department of Environment, Health and Natural Resources an
Engineer's Certification that the stormwater facilities were constructed in accordance with approved lans.
