STAGE -STORAGE RELATIONSHIP AND INFLOW AND OUTFLOW HYDROGRAPHS ARE
REQUIRED, ALL TABULATED DATA INCLUDING CALCULATIONS SHOWING THE
LIMITING DISCHARGE, WHETHER ORIFICE, WEIR, BARREL, OR OUTLET CONTROL, AS

14. AN AS -BUILT CERTIFICATION FOR THE STORMWATER CONTROL MEASURE(S)
(SCM[S)), PROVIDED BY THE BMP CERTIFYING ENGINEER (BCE), IS REQUIRED. THE
AS -BUILT CERTIFICATION SHALL BE SUBMITTED IN ACCORDANCE WITH THE COUNTY
OF DURHAM BCE PROGRAM, REFER TO SECTION 8.6, BMP CERTIFYING ENGINEER
PROGRAM FOR STORMWATER BMPS IN THE COUNTY OF DURHAM, OF THE
REFERENCE GUIDE FOR DEVELOPMENT. THE SCM AS -BUILT CERTIFICATION(S) SHALL
BE APPROVED BY THE STORMWATER DEVELOPMENT REVIEW SECTION PRIOR TO
ISSUANCE OF ANY FINAL CERTIFICATES OF OCCUPANCY/COMPLIANCE FOR
DEVELOPMENT, WITH THE EXCEPTION OF WHEN AN APPROPRIATE CONSTRUCTION
SECURITY HAS BEEN PROVIDED FOR SINGLE FAMILY OR TOWNHOME
DEVELOPMENT. WITH THIS PROVIDED CONSTRUCTION SECURITY, CERTIFICATES OF
OCCUPANCY/COMPLIANCE CAN BE ISSUED FOR A PERCENTAGE OF SINGLE-FAMILY
LOTS IN ACCORDANCE WITH COUNTY REQUIREMENTS.
15. STORMWATER CONTROL MEASURE(S) (SCM[S)) DESIGN CALCULATIONS WILL
NOT BE REVIEWED OR APPROVED WITH THE SITE PLAN/PRELIMINARY PLAT
SUBMITTAL. ALL SCM DESIGNS WILL BE REVIEWED AND APPROVED DURING THE
CONSTRUCTION DRAWING SUBMITTAL PROCESS. IF, AT THE TIME OF
CONSTRUCTION DRAWING SUBMITTAL, IT IS FOUND THAT THE PROPOSED SCM(S) IS
UNDERSIZED, NOT PROPERLY ACCESSIBLE, OR OTHERWISE INSUFFICIENT OR
UNSUITABLE FOR THE SITE, IT IS THE RESPONSIBILITY OF THE APPLICANT TO ENSURE
THAT THE APPLICABLE STORMWATER ORDINANCE REQUIREMENTS ARE MET. A
REVISED SITE PLAN OR PRELIMINARY PLAT MAY BE REQUIRED IF THE ORIGINALLY
PROPOSED SCM(S) ARE FOUND INSUFFICIENT, NOT PROPERLY ACCESSIBLE, OR
UNSUITABLE AND ALTERNATIVE SCM(S) WITH ASSOCIATED EASEMENTS ARE
REQUIRED.
16. THE DEVELOPER/CONTRACTOR SHALL SCHEDULE A PRECONSTRUCTION
MEETING WITH THE STORMWATER DEVELOPMENT REVIEW SECTION PRIOR TO
COMMENCING WORK ON ANY STORMWATER CONTROL MEASURE (SCM). IF THE
SCM WILL BE CONSTRUCTED INITIALLY AS A SEDIMENTATION AND EROSION
CONTROL (S&EC) DEVICE, TO BE CONVERTED TO A PERMANENT SCM AT A LATER
TIME, THE PRECONSTRUCTION MEETING SHOULD BE SCHEDULED PRIOR TO
CONSTRUCTION OF THE S&EC DEVICE. CALL 919-560-4326 EXT. 30238 TO SCHEDULE
THE REQUIRED MEETING A MINIMUM OF THREE BUSINESS DAYS PRIOR TO THE
DESIRED MEETING DATE. THIS IS IN ADDITION TO OTHER PRECONSTRUCTION
MEETING REQUIREMENTS FOR EROSION CONTROL, ENGINEERING INSPECTIONS,
ETC.
17. TO RECEIVE CONSTRUCTION DRAWINGS APPROVAL FOR SINGLE FAMILY
DETACHED, TOWNHOME AND DUPLEX RESIDENTIAL DEVELOPMENTS THAT ARE
MAKING USE OF NUTRIENT BANKS AND/OR THE NCEEP, THE APPROVAL OF THE
CONSTRUCTION DRAWINGS IS CONTINGENT UPON THE PURCHASE OF NUTRIENT
CREDITS. IF A REVISED SITE PLAN/PRELIMINARY PLAT IS SUBMITTED FOR THIS SITE,
THE REVISED SITE PLAN/PRELIMINARY PLAT WILL BE SUBJECT TO ANY ORDINANCES
IN PLACE AT THE TIME OF THE REVISED SITE PLAN/PRELIMINARY PLAT SUBMISSION.
PRIOR TO THE APPROVAL OF ANY CONSTRUCTION DRAWINGS OR PRIOR TO THE
RELEASE OF ANY BUILDING PERMITS PERTAINING TO THIS DEVELOPMENT,
WHICHEVER COMES FIRST, A LETTER/RECEIPT SHOWING THE PURCHASE OF THE
NUTRIENT CREDITS FOR THIS DEVELOPMENT AND A COPY OF THE NUTRIENT BANK
LEDGER IF APPLICABLE, SHOWING THE TOTAL NUTRIENT CREDITS AVAILABLE MINUS
ANY AND ALL DEDUCTIONS, IS TO BE PROVIDED TO THE STORMWATER
DEVELOPMENT REVIEW SECTION. HOWEVER, IF INSUFFICIENT CREDITS ARE
AVAILABLE FROM NUTRIENT BANKS AND NCEEP WILL NOT ACCEPT PAYMENT, THEN
THE APPLICANT SHALL SUBMIT A REVISED SITE PLAN/PRELIMINARY PLAT BACK TO
THE DURHAM COUNTY PLANNING DEPARTMENT AND SHALL COMPLY WITH THE
CURRENT STORMWATER PERFORMANCE STANDARDS IN PLACE AT THE TIME OF THE
REVISED SITE PLAN/PRELIMINARY PLAT SUBMISSION.
BUILDING DESIGN - THE FOLLOWING DESIGN ELEMENTS WILL SET THE GUIDELINES FOR THE DEVELOPMENT'S OVERALL BUILDING DESIGN:
1. GENERAL ARCHITECTURAL STYLE - THE ARCHITECTURAL DESIGN STYLE OF THE DEVELOPMENT IS ENCOURAGED TO BE OF A CONTEMPORARY NATURE INSTEAD OF PAST
HISTORIC STYLES SUCH AS COLONIAL, NEO-CLASSICAL, VICTORIAN, ETC/. THE DESIGN OF THE SITE IN THE DEVELOPMENT PLAN WILL ALLOW THE DEVELOPMENT
FLEXIBILITY IN RECRUITING MAJOR ANCOR TENANTS SINCE THE DEVELOPMENT WILL BE ABLE TO ACCOMMODATE THE TENANT'S BRAND IDENTITY IN THE DESIGN.
2. EXTERIOR BUILDING MATERIALS - THE PRIMARY BUILDING MATERIALS TO BE USED WITHIN THE DEVELOPMENT CAN BE A CHOICE OR COMBINATION OF BRICK, BLOCK, OR
EFIS WITH TREIM AND ROOFS TO BE METAL. SIDES AND REAR ELEVATIONS OF BUILDINGS FACING A PUBLIC STREET AREA ENCOURAGED TO MATCH THE MATERIALS AND
DESIGN ELEMENTS OF THE BUILDING'S FRONT FACADE.
3. COLORS - THE COLORS SCHEME TO BE LIMITED TO THREE EARTH TONE COLORS TO BE DICTATED BY THE FIRST MAJOR ANCHOR TENANT TO LOCATE WITHIN THE SITE. THIS
WILL ALLOW NATIONAL CHAINS FLEXIBILITY WITH THEIR BUILDING ARCHITECTURE AND SETTHE GUIDELINES FOR FUTURE TENANTS.
4. ROOFLINES - ROOFLINES VISIBLE FROM THE FRONT FACING A PUBLIC STREET TO VARY IN HEIGHT AND SHAPE TO AVOID CONTINUOUS HORIZONTAL ROOFLINES. PARAPET
WALLS WILL BE PERMITTED TO ALLOW FOR THIS DESIGN LOOK. ALL ROOFTOP EQUIPMENT SHALL BE COMPLETELY SCREENED FROM VIEWS ALONG PUBLIC STREET RIGHT
OF WAYS. THE FIRST MAJOR ANCHOR TENANT WILL SET THE DESIGN GUIDELINE FOR THE ENTIRE DEVELOPMENT.
5. WINDOWS - WINDOWS WILL BE ALONG THE FRONTS OF ALL BUILDINGS FRONTING A PUBLIC STREET. WINDOWS ARE ENCOURAGED ON ALL SIDES OF BUILDING WITH
OFFICE USES. BUILDING SIDES AT THE SETBACK LINE OF U.S. 70 WILL BE ENCOURAGED TO PROVIDE WINDOWS OR THE APPEARANCE OF ONE USING FALSE WINDOWS.
6. ENTRYWAYS - PRIMARY ENTRANCES TO BUILDINGS WILL BE AT THE FRONT OF THE BUILDING WHERE FACING A PUBLIC STREET OR FACING A PARKING AREA. BULDINGS
WHICH FRONT DIRECTLY ON THE RIGHT OF WAY. WITHOUT HAVING PARKING BETWEEN THE BUILDING AND THE ROAD, ARE ALLOWED TO HAVE THEIR PRIMARY
ENTRANCES ON THE SIDE OF THE BUILDING LOCATED NEAREST THE LARGEST PARKING AREA SERVING THE BUILDING.
7. BUILDING HEIGHT - BUILDINGS CAN VARY THE NUMBER OF STORIES. THEY MAY RANGE FROM 1 TO 3 STORIES.
8. LANDSCAPING - THE DEVELOPMENT IS ENCOURAGED TO FOLLOW THE LIST OF PLANT MATERIALS FOUND IN THE DURHAM LANDSCAPE GUIDELINES. NATIVE PLANT
SPECIES ARE ENCOURAGED BUT NOT REQUIRED. EACH PUBLIC STREET SHALL USE THE TREE SPECIES SELECTED FOR THAT STREET.
THE FOLLOWING MUST BE DONE PRIOR TO ISSUANCE OF BUILDING PERMIT:
1. A RECOMBINATION PLAT MUST BE RECORDED AS SHOWN IN APPROVED SITE PLAN D2100274.
2. DEDICATE 25 FEET OF ADDITIONAL RIGHT-OF-WAY FOR THE U.S. 70 FRONTAGE OF THE SITE.
THE FOLLOWING MUST BE DONE PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY:
1. US 70 AND SANDERS AVE
1.1. CONSTRUCT SANDERS AVENUE TO CITY OF DURHAM STANDARDS AS A LIMITED MOVEMENT INTERSECTION WITH ONE INGRESS LANE AND ONE EGRESS LANE
(RIGHT -OUT ONLY)
1.2. INSTALL CHANNELIZED EASTBOUND AND WESTBOUND LEFT -TURN LANES (LEFT-OVERS) ON US 70 AND SANDERS AVENUE.
1.3. CONSTRUCT AN EXCLUSIVE WESTBOUND RIGHT -TURN LANE ON US 70 AT SANDERS AVENUE WITH ADEQUATE STORAGE AND APPROPRIATE TAPER; AND,
1.4. INSTALL A TRAFFIC SIGNAL WITH STEEL STRAIN POLES FOR THE EASTBOUND LEFT -TURN INTO SANDERS AVENUE.
2. PERMANENT SIGNS CLEARLY IDENTIFYING THE RIPARIAN BUFFER SHALL BE INSTALLED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY AND MAINTAINED IN
PERPETUITY.
3. CONSTRUCT MAY STREET TO THE CITY OF DURHAM/NCDOT STANDARDS WITH A TURN AROUND FOR THE SITE FRONTAGE.
4. A MAXIMUM OF 90 UNITS MAY RECEIVE A CERTIFICATE OF OCCUPANCY PRIOR TO THE COMPLETION OF A SECOND POINT OF ACCESS TO THE ROADWAY NETWORK.
5. AN APPROVED AND EXECUTED DUKE ENERGY STREET LIGHT SERVICE AGREEMENT MUST BE PROVIDED TO THE CITY OF DURHAM. FOR ADDITIONAL DETAILS CONCERNING
