Dear Mr. Warren:
This office has received your plan on behalf of Blue Ridge Mountain Club and Chetola
Resort for the proposed new /upgraded access road to their private shooting club near
Blowing Rock, Watauga County, North Carolina. Your plan was submitted to this office for
approval because of the proposed encroachments into the buffer zone of designated trout
waters. In accordance with NCGS 113A -57(1) and Title 15A NCAC 4B .0125(c), this letter
will serve as written approval to encroach on the buffer zone of Horton Creek, Class C
Trout. The following conditions will apply to this approval:
This approval is based on the plans received via electronic mail on September
16, 2014 by this Division.
2. An erosion and sedimentation control plan must be approved for this project
through Watauga County.
3. All grading or any other disturbance within the 25 -foot trout buffer zone shall
be completed by the end of each day. Work shall be scheduled so that at the
end of each day bare ground is not exposed and all disturbed areas within the
trout buffer zone shall have adequate temporary or permanent ground cover.

4. All disturbed areas within the trout buffer not to be graveled should be
revegetated using native species whenever possible. Please refer to the
North Carolina Erosion and Sediment Control Manual, found online at
ham: // portal .ncdenr.gg /web /Ir /crosion, for guidance on designing riparian
grass seed mixtures.
This approval does not absolve the permittee from compliance with the
surface water quality turbidity standard. More protective erosion and
sedimentation control measures may be required in order to comply with this
water quality standard.
