To whom it may concern-
The purpose of this correspondence is to request a water quality certification for a road crossing of a perennial
unnamed stream to the Rocky River, which has been authorized under the,above referenced US Army Corps
permit All other impacts associated with'the prior authorizations were completed Due to the recession, the
largest and final crossing to access Jim Johnson Road was delayed beyond the expiration of the original
authorizations. No changes have been made to the crossing with the exception of an increase in pipe diameters,
and a reduction in impact length from 110 linear feet to 80 linear feet to accommodate the latest engineering
design (see attached details)

Waterford on the Rocky River Phase 2B
Summary Information for the Proposed Culvert on Travertine Trail at Sta 19 +10
The information below is based on 09/15/2013 preliminary plan and profile sheet for Topaz Plaza 13 +20
to 18 +03.33 as designed by Northeast Engineering The information is also based on the March 2, 2009
Flood Insurance Study for the City of Kannapohs, terrain data from the NC Flood Plain Mapping Program,
and survey data from NorStar Land Surveying, Inc.
Based on conversations with Wes Webb, New River Engineering, PLLC (NRE) delineated and created a
hydrologic model of the un -named tributary from the confluence of the Rocky River to the headwaters
The proposed culvert is located approximately 1,450 feet upstream of the confluence with the river
The watershed of the un -named tributary is approximately 582 acres or 0.9 square miles The resulting
discharge at the proposed culvert location is 674 78 cfs for the 100 -year 24 -hour event
A HEC -RAS hydraulic model was created by combining the 20 foot terrain grade information from the NC
Floodmapping Program with the survey data points. A TIN was created using the survey data near the
location and the terrain grid outside the area of the proposed culverts. HEC- GeoRAS was then used to
create a hydraulic model.
The initial plan and profile had selected 90 inch RCPs for the crossing The pipes were sized up one size
to 96'inch RCPs to carry the flow Based on additional conversations with the design team, one of the 96
inch RCPs was dropped 1 foot to accommodate ecological passage as required by the 401/404 permit
The road elevation data in the hydraulic model is based on the profile drawing from NE Engineering
The HEC -RAS Sta 762.5 matches the profile station of 19 +10.
Resulting Culvert Parameters:
Length: 80 feet
Size: Two 96 inch RCP
Culvert 1 will be located at the existing NEE Sta 19 +14 S (center of the pipe)
Invert in: 629 2 Invert out: 628 2
Culvert 2 will be located at the existing NEE Sta 19 +05 5 (center of the pipe)

With this configuration, there is 0 73' increase in the 100 -year floodplain elevation which zeros out 35
feet upstream of the face of th&culvert /headwall The prey— culvert flood elevation dust above the
culvert is 636 51 and the post - culvert flood elevation'is 637 24
