Inspection Summary:
Site visit conducted in response to submittal of NOI for coverage under NCG200000 General Permit for Scrap Metal
Recycling. Met with Jeff Letts, Facility Manager, and Dan Jarboe, Environmental Manager, with Wall Recycling as well as
Raymond Hoffman and Chris Gustin, consultants. Reviewed information provided on the NOI as well as the site map. Based
on the facility's location, the nearest named receiving water would be Blounts Creek, class C (Stream Index Number
18-27-5) instead of the Cape Fear River as indicated on the NOI. A second outfall was identified by the consultant after NOI
submittal. Coordinates of the second outfall are 35.041689,-78.888297. A general overview of the NCG200000 permit
conditions was provided and then observations were made of the facility's two stormwater discharge outfalls. Regional office
staff recommends proceeding with issuance of permit coverage under NCG200000.
