This application package consists of the following documentation: one completed PCN form, two project area maps and five boardwalk drawings. Please also find the enclosed journal transfer documentation indicating that payment of the $240 application fee has been transferred from the account of the Division of Parks and Recreation (DPR) to the Division of Water Resources. The proposed project involves the construction of a six foot wide boardwalk. The boardwalk will extend from an existing trail over approximately 520' of wetland with an additional 100' of pier extending from the shoreline to a 12'x12' wooden platform in Lake Phelps. The total square footage of this project will be 3744' sq. The boardwalk will be manually constructed and pilings will be driven to a minimum of 5' below grade using a light duty excavator. If unstable soils are encountered, removable mats will be utilized to minimize ground disturbance. A boat will be used to deliver materials when necessary. Approximately 0,07 acres of jurisdictional wetlands and 0.013 acres of open waters will be impacted by boardwalk construction. DPR is concurrently submitting one copy of this permit application to Mr. Kyle Barnes of the USACE Washington Field Office to request a General Permit Verification under GP Nationwide Permit 197800056. The overall project consists of the construction of approximately 632 feet of wooden boardwalk that will provide enhanced recreational opportunities for Park visitors through wetland natural communities. The majority of proposed trail construction will be conducted by Park staff and seasonal employees, with assistance from volunteers on an as- needed basis. Please prepare a fund transfer fomi in the amount of $240 payable to the NC Division of Water Resources to cover the administrative fee for the processing of this WQC request.
