SUBJECT: Comments on Jule Noland Drive Phase II
Haywood County
Dear Mr. Brown,
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed an application
for an individual permit to fill 1.2 acres of wetland for the development of a commercial property. Our
comments on this application are offered for your consideration under provisions of the Clean Water Act
of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16
U.S.C. 661- 667d).
There are no records of rare or listed species at the site or in its immediate vicinity; however, we were
unable to perform an intensive survey. It is likely that the wetland serves as habitat for common
amphibian species. We support paying into the Ecosystem Enhancement Program in order to mitigate for
the loss of wetland acreage at this site. However, we recommend that the landowner improve hydrology
of the remaining wetland by removing existing pipe and plugging ditches that drain the site. In addition,
we recommend that particular attention be given to sediment and erosion control while developing the site
so that sediment does not enter the remaining wetland.
