Good morning all,
A mitigation site review meeting was held on September 23rd, 2014 to review the proposed wetland restoration site on
the B-3680 project. The following personnel were present at this meeting: Liz Hair USACE, David Wainwright NCDWR,
Ian Scott Sanford Contractors Inc., Art King NCDOT-Div. 8,Jamie Dietrich NCDOT-Div. 8,Tracy Ingold NCDOT-Div. 8,
Randy Griffin NCDOT-NES, and Jason Elliott NCDOT-NES. In accordance with the permit requirements,the elevation of
the restoration areas was to be field confirmed by the USACE prior to construction. The following items were discussed:
• Prior to the field review meeting,the contractor's surveyor established several points along the jurisdictional
wetland boundary and included the elevation at each location. Several elevation shots were also established
farther out into the adjacent reference wetland, in order to determine a range of elevations to establish a
target.
• Based on the range of elevations in the reference wetland, DOT requested that the agencies consider
temporarily impacting a small portion of the adjacent reference wetland by grading beyond the wetland
boundary in order to make a smooth transition from the adjacent wetland to the proposed mitigation site at the
target elevation. This request was made due to the wetland boundary typically being found on the high side
elevation wise versus what is noted in the reference wetland. Grading beyond the wetland boundary should
reduce the amount of areas where a ridge is left between existing wetland and the mitigation site and promote
ground and surface water movement across the site. It was decided that the target elevation range throughout
the proposed mitigation area will be between 316.50 FT and 317.00 FT. It is expected that the grade will
fluctuate throughout to match the adjacent wetland boundary.
• There was also discussion regarding leaving the larger trees along the perimeter of the site. The resource
agencies agreed that instead of removing the larger trees that are close to the target elevation,the contractor
will work around them and grade to the target elevation to the extent possible.
• After reviewing the site both the Corps and DWR agreed with DOT's proposal that the temporary impacts to the
adjacent wetland would benefit the mitigation site. A permit mod would not be required and that the
temporary impacts can be included on the as-built plans. The temporary impacted areas will be reforested per
the mitigation plan.
• Once the contractor begins grading at the site and reaches the target elevation, DOT will notify the agencies for
an additional review of the area. The site is to be ripped and disked as well to break up any compaction that
exists. Reforestation will then be completed during the winter planting window.
• The existing erosion control at the site will be removed and the silt fence will be installed with wattles utilized in
the lower areas in lieu of rock check dams. Sheet piles and a pump around operation shall be used during the
stream relocation to control the stream flow during construction.
• The proposed stream restoration was also reviewed. Due to the culvert having been buried one foot, there was
some discussion as to how to tie-in the channel bottom and flood plain bench. It was decided that this could be
best be completed by installing Class I rip-rap in the channel bottom and flood plain to allow the channel to be
built up 1 foot above the culvert bottom. This should help prevent any future head cutting of the proposed
stream channel. This area will be further reviewed up removal of the existing culvert.
