On behalf of the City of Rocky Mount, North Carolina, please find attached two (2)
copies of each of the following items for your review:

The City of Rocky Mount's existing Old Mill Road Sewer Pump Station contains two (2)
6-inch self -priming centrifugal pumps; each with its own 8-inch force main and each capable of
pumping 700 gpm. This station was constructed in the 100-year flood plain and to an elevation
that does not protect it from flooding. During heavy rainfall events, the existing duplex pumps
run for long periods of time due to infiltration in the collection system and from pumping flood
waters when the site becomes flooded. The City is proposing to construct a replacement pump
station which will include three (3) self -priming sewage pumps with a firm pumping capacity of
5.50 MGD; sufficient for both current and potential future flows for this sewer basin. The new
station will be constructed adjacent to the existing pump station on property owned by the City
and will be elevated above both the 100 and 500-year flood plain.
Initially, the City proposes to construct only the new pump station and enough force main
to connect to the existing 8-inch force main that runs along the right-of-way of Old Mill Road.
Construction of a proposed 14-inch force main will follow in a future fiscal year with a new
discharge into the existing 30-inch River Drive Outfall sewers that are capable of handling the
anticipated future flows.

The new pump station will be equipped with 3 pumps; 2 duty and 1 standby; however,
until the new force main is constructed, the station's control scheme will be set to use 1 pump
as the duty pump with the remaining 2 pumps as standby. This control scheme will alternate
the three pumps to even out pump run times and the duty pump's maximum speed (controlled
by variable frequency drives) will be reduced to not exceed the capacity of the existing
downstream sewers. The initial pumping capacity will be 1.8 MGD whereas the ultimate
pumping capacity will be 5.50 MGD.
All improvements; pump station and force main, are being permitted in this Fast Track
Application. A partial certification will be prepared once construction of the pump station is
complete, the station is placed into service and the old pump station is abandoned per Division
of Water Resource's staff recommendations. A final certification will be prepared upon
completion of the proposed force main and abandonment of the existing force main.
Also, please find attached one (1) check in the amount of $480.00 to cover the
application review fee.
Please note that the application lacks the System Wide Collection System Permit
Number(s) as the new Collection System Facility Map on the NCDEQ website is currently not
working. Please also not that City staff were unable to find documentation on the City's System
Wide Collection System Permit Number(s) or obtain a copy of the existing permit.

Based on your explanation, I think it would make the most sense for us to just permit this for the "final" scenario that
includes the forcemain, and the pump station operating with two duty pumps and one standby pump (3,820 GPM
operating point). If bidding results in just the PS being initially built, but utilizing the existing 8" forcemain, then a
"partial" certification could be submitted at that point. And a "final" certification would be submitted after the 14" is
constructed and tested.

Good morning Jason,
Initially, this project was designed as two (2) separate projects; the pump station and the force main. The pump station
was to be constructed first with the force main a year or two later. However, recently the City has decided to bid both
projects together as one project with the hopes that they can get better pricing if combined together. Until pricing is
obtained, it will be undetermined if the projects will be constructed concurrently or separately.
If constructed separately, you are correct that there will be one duty pump and two standby pumps. The new station
will pump into an existing 8-inch force main along Old Mill Road with pumped flows limited to 1.8 MGD; the capacity of
the existing station (1,250 gpm).
If constructed concurrently, the new station will pump through the proposed 14-inch force main. In this situation, the
station will have two duty pumps and one standby pump with a firm pumping capacity of 5.50 MGD (3,820 gpm).
The operating points will be 1,250 gpm @ 87' TDH initially if the proposed force main is not constructed with the pump
station or 3,820 gpm @ 106' TDH if the proposed force main is constructed with the pump station.

1. Section VIII.4 states that there are 3 pumps (2 duty; 1 standby), and each is sized for 2,530 GPM.

standby (run-times will be alternative between all 3 pumps). At some point, it will be switched for two
pump to run simultaneously to achieve the operational point, with one pump on standby (run-time
alternating between all the pumps). Is that correct? YES
b. What is the overall operational point of the pump station? (3,820 gpm @ 106' TDH) I assume there's one
operational point for the initial scenario (1,250 gpm @ 87' TDH), and one for the final scenario? (3,820

All individual sewer extension permits we issue (WQ00XXXXX) are incorporated into your overall Collection System
Permit (WQCS00011).
I'm thinking that maybe the pump station is so old that it was permitted under a different program, or maybe never
permitted at all. If that's the case, it would make sense just for us to create a new sewer extension permit that will
cover the relocated PS, gravity and formcemain. Please let me know if you are okay with that.

We are entering the referenced sewer extension application into our database and have a couple initial questions:
1. Item 11.2 is checked "Existing", but the existing permit number is not provided. We have attempted to see if we
can find an existing permit that includes the Old Mill Rd. PS, but have been unsuccessful. We found two permits
for Olde Mill Stream — Phases 1 and 2, but neither of them include a pump station. If an existing permit did not
cover the Old Mill Pump Station, then we'll need to issue a new permit.
2. Item V.3 was not completed, and the narrative states that the City does not have a copy of their existing overall
Collection System Permit Number and doesn't know their permit number. This is concerning, as staff should be
able to readily find their permit number, and should always have a copy of their Collection System permit
available. The permit number is WQCS00011 and a copy of the most recent permit is attached.
