Location description: The Roaring River access site is proposed on a largeparcel that is primarily agriculturalbut does already
have an existing primitive gravel ramp and access area on it. Wilkes County is the property owner and NC Wildlife Resources
Commission (NCWRC) is the project partner for design and construction. The gravel ramp is usable by paddlecraft and there
is room for a few vehicles to park at the top of the ramp. Across Elkin Highway fromthe parcelis the Wilkes County
Convenience Center. The agricultural fields on County property are farmed through a lease. PIN 4910-501-1551

Description of projects area and activity: This verification authorizes a new concrete boat ramp that will be in the same
alignment as the existing ramp, howeveritwill be longerbecauseitwill be constructed at a more gentle 14% slope. The new
ramp will be 176' long and extend 30' into the river. The extends further than 20' into the river, this distance is needed so that
at typical lower riverlevels the ramp will still have 3' of water depth at the end. The new ramp will be 12' wide. The cut -slope
areas of the riverbank along the new ramp will be stabilized with Class B rip rap and fabric.

1. The applicant should reach out to TR Russ ([e-mail]) at least 3 weeks before
construction begins, so that the area of impact may be surveyed for listed animals.
Your work is authorized by the above referenced permitprovided it is accomplished in strict accordancewith the attached
Conditions, your application signed and dated 7/13/2022, and the enclosed plans 2.0 dated 7/13/2022. Any violation of the
attached conditions or deviation from your submitted plans may subject the permittee to a stop work order, a restoration
order, a Class I administrative penalty, and/or appropriate legal action.
This verification will remain valid until the expiration date identified below unless the nationwide and/or regional general permi
authorization is modified, suspended or revoked. If, prior to the expiration date identified below, the nationwide and/or regional general
permit authorization is reissued and/or m odified, this verification will remain valid until the expiration date identified below, provided
it complies with all requirements of the modified nationwide permit. If the nationwide and/or regional general permit authorization
expires or is suspended, revoked, or is modified, such that the activity would no longer comply with the terms and conditions of the
nationwide permit, activities which have commenced (i.e., are under construction) or are under contract to commence in reliance upon
the nationwide and/or regional general permit, will remain authorized provided the activity is completed within twelve months of the
date of the nationwide and/or regional general perm it's expiration, modification or revocation, unless discretionary authority has been
exercised on a case -by -case basis to modify, suspend or revoke the authorization.
Activities subject to Section 404 (as indicated above) may also require an individual Section 401 Water Quality Certification. You
should contact the NC Division of Water Resources (telephone [phone]) to determine Section 401 requirements.
This Department of the Army verification does not relieve the permittee of the responsibility to obtain any other required Federal, State
