Email: john.moss@coats.com SUBJECT: Bioassay Compliance Inspection Report Sevier Plant NPDES WW Permit No. NC0004243 McDowell County Dear Permittee: The North Carolina Division of Water Resources conducted a Bioassay Compliance Inspection of the Coats American – Sevier Plant on July 26, 2022 and July 28, 2022. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0004243 for this permit condition. The test resulted in a pass and the facility appeared to be in compliance with NPDES WW Permit No. NC0004243; however, please note the data qualifier outlined in the report. Findings noted during this inspection are provided in the enclosed copy of the inspection report. There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Whole Effluent samples were split with the assistance of Mr. Matthew Cole (BORC in training) for use in a chronic Ceriodaphnia dubia full multi-concentration toxicity test. The toxicity test passed for both the Division's sample (analyzed by our Bioassay Laboratory in Raleigh) and Coat's sample (analyzed by Meritech Labs). The data was qualified for the Division's sample because the lab technician started the test beyond the time requirements for the use of organisms, and therefore this test cannot be used for EPA 106 reporting. Toxicity test information follows: Test Type 3-Brood Ceriodaphnia dubia chronic multi-concentration Test Result ChV = >60%, Pass* Test Concentrations 0, 3.75, 7.5, 15, 30, 60% Control Survival 100% Control Mean Reproduction 32.7 neonates Test Treatment Survival 100% at 15% and 60% Treatment Mean Reproduction 35.4 neonates in 15%; 34.2 neonates in 60% First Sample pH 7.90 SU First Sample Conductivity 399 micromhos/cm First Sample Total Residual Chlorine <0.10 mg/L Second Sample pH 7.78 SU Second Sample Conductivity 440 micromhos/cm Second Sample Total Residual Chlorine <0.10 mg/L *Data has been qualified because a quality control item was not followed.
