Construction of this project necessitated the relocation of portions of two tributaries to Horsepen Creek, Main Tributary #2 (South) and Tributary A (North). The relocation of these stream reaches was completed in March 2011. The stream relocations were permitted through the U.S. Army Corps of Engineers (Action I.D. SAW 2007 - 03980) and the North Carolina Department of Environment and Natural Resources (DWQ Project #06 -0684) and required a Level 1 Stream Restoration Mitigation and Monitoring Plan for this project. This level of monitoring includes the establishment of photo reference sites, plant survival monitoring, and channel stability monitoring. The following end of third year survey was conducted to evaluate and document the conditions of the relocated stream channels and associated riparian plantings following three years after the completion of construction. This data will be compared to the As -Built survey which provided a baseline for these future monitoring events as well as the first and second year surveys. Methods Photo Reference Sites Photographs were taken during: 1) Third Year Survey for Plant Survival on September 3, 2014 Stream banks and adjacent areas were photographed for visual comparison of plant survival and groundcover. Site Location Map New Garden Road Widening As -Built Report Greensboro, North Carolina Applicant No: I Date: ISheet of Third Year Monitoring Report: Plant Survival New Garden Road Widening Phase II Project No. P -3741 Plant Survival A vegetation survey was performed by engineers from U.S. Infrastructure of Carolina, Inc. (USI) with the assistance of a scientist from Carolina Wetland Services, Inc. (CWS) on September 3, 2014 following three years after the installation of the new plantings. Vegetation monitoring plots were established on both sides of each tributary during the As -Built Survey. The corners of each monitoring plot were marked with PVC pipe during the As -Built Survey so that the same plots can be used as the monitoring efforts continue for the next several years. Monitoring plots extend from the stream edge to the furthest extent of planted area. A stem count of each species occurring within each monitoring plot was conducted. Results Photo Reference Sites As part of the Third Year survey for the project, all areas of the project were photo documented. Plantings were photographed for visual plant survival comparisons. Representative photographs of the monitoring plots are included in Photopage 1 (Appendix A). The locations and directions of each of these photographs are shown in Figure 3 (Page 4). As an aside, the same locations and directions were used for these photographs as those taken during the As- Built, First Year, and Second Year surveys. Plant Survival A total of eight vegetation monitoring plots were established during the As -Built survey. Four of these plots (Plots IA, 2A, 3A and 4A) were established in areas that were planted with live stakes. The remaining four plots (Plots 113, 213, 3B and 413) were established in areas that had been planted with containerized trees and shrubs. As part of the Third Year survey, plant survival within these monitoring plots was surveyed on September 3, 2014. Areas Planted with Containerized Plants Plots 1B, 2B, 3B and 4B are located within the portion of the project area that was planted with containerized plants. The locations of Plots 1B, 213, 3B and 4B are shown in Figure 3 on page 4. Representative photographs of each of the monitoring plots are included in Photopage 1 (Appendix A). Table 3 on the next page summarizes the containerized plant survival for the As- Built, First Year, Second Year, and Third Year surveys. Species stem counts for Plots 1 B, 2B, 3B and 4B for the Third Year survey are included in Appendix A. 5 Third Year Monitoring Report: Plant Survival New Garden Road Widening Phase II Project No. P -3741 When Plot 3B was established during the As -Built survey, it was located such that it would fall outside of the existing sanitary sewer easement to the west. However, during the First Year, Second Year, and Third Year surveys it was noted that approximately half of Plot 3B had been routinely mowed and maintained as part of the existing sanitary sewer easement. Because of these maintenance activities, the groundcover and stem counts in Plot 3B are much lower when compared to the other vegetation monitoring plots. Vegetation is well established making it difficult to distinguish between planted and volunteer trees. Summary Comments As shown in the photographs in Appendix A, the groundcover has filled in well along and adjacent to the channels (Main Tributary #2 and Tributary A) relocated as part of the New Garden Road Widening Phase II Project. The data in Table 1 on page 5 indicates that the overall coverage has gone from 76% during the As -Built survey to 91% during the First Year survey to 99% during the Second Year survey to 100% during the Third Year survey. Additionally, plant survival of the trees and shrubs appears to be variable but overall remains fairly good. However, the plant survival of the live stakes is relatively low.
