The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *June 1988) or subsequent versions. The effluent concentration at.which there may be no observable inhibition of reproduction or significant mortality is $'? % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from issuance of this permit during the months of Pe.b iY14cc�� -- MyNov . Effluent sampling for this testing shall be performed at the NNNPDE5 pefrfAtted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Therefore, the model may have a large amount of error in it. However, it is very likely that the current limits will not protect water quality in the basin. The previous models used to develop the current limits did not consider the cumulative impact on dissolved oxygen as the discharges inter- act in Sugar Creek, nor did they consider sediment oxygen demand (SOD). In addition, updated long term BOD information indicates that the CBOD:BOD5 ratios used in the original models were too low. The instream monitoring data collected by the CMUD facilities do not show many DO violations while the facilities were in com- pliance. However, the facilities may be monitoring at locations which are not near the DO sag points. I have therefore developed a monitoring plan which may be included in each of the facilities permits. The objectives of the monitoring plan are as follows: 1. To obtain a clear DO profile 2. To determine if nutrients are a problem South Carolina has a water supply, Fishing Creek Reser- voir, downstream of the CMUD facilities. If the CMUD point sources are creating nutrient problems, nutrient limits may be appropriate management strategies. 3. To determine if the CMUD facilities are the major contrib- utor of any water quality problem. 4. To obtain background concentrations for modeling. Please review the attached monitoring plan and make any com- ments. It should be noted that the monitoring requirements listed for the McAlpine Creek WWTP were recommended in its wasteload allo- cation. However, the final permit has not yet been issued, and changes may be able to be made in the permit. The Instream Assessment Unit will continue its ongoing stu- dies of the Sugar Creek Basin. The data collected by CMUD via the monitoring plan described above will be added to the intensive information being collected by the Division. All of the data will aid the development of a basin management plan for Sugar Creek.
