Wilson, Environmental Engineer 4, NPDES Unit Subject: Davie County - Cooleemee WWTP (Cooleemee WWTP 201 Plan) Rehabilitation Issues/ Version 2 (dated May 3, 2002) NPDES No. NC0024872 Davie County I have reviewed the revised 201 Wastewater Facilities Plan submitted by Cavanaugh & Associates on behalf of Davie County. The proposed project includes rehabilitation of the existing treatment plant to meet future growth needs and provide better treatment and operation at the plant. The plan also includes measures to reduce inflow & infiltration to the plant. The following are offered as general comments and do not require a specific response: As stated previously, the NPDES Unit is very much in favor of refurbishment of the existing treatment plant in order to allow the plant to comply with the limits in the permit. The plant is currently underloaded even with the decreased permitted flow of 1.5 MGD and has experienced some compliance problems. The Town should be aware that although the capacity may be 3.0 MGD, the current permitted flow is 1.5 MGD. If, in the future, Davie County/Cooleemee becomes the regional system and desires a flow increase above 1.5 MGD, the flow will be considered as "new" and alternatives analyses, etc. would have to be conducted at that time. As emphasized in this Unit's previous comments, we would also recommend that with this refurbishment, the facility install dechlorination. The Division of Water Quality is currently in the Triennial Review of Surface Water Quality Classifications and Standards. Adoption of total residual chlorine as a water quality standard, instead of an "action level" water quality standard is recommended with this Triennial Review. If the recommended standard for residual chlorine is adopted, this will mean that the NPDES Unit will implement chlorine limits upon the next renewal of the Cooleemee WWTP permit, if not sooner (implementation has not yet been discussed]. Traditionally, for new or expanding facilities, in which a major modification/capital investment is projected, the NPDES Unit has implemented chlorine limits into permits. Although technically Cooleemee is not "new" or "expanding", this refurbishment is a major capital investment and the NPDES Unit would highly recommend that Davie County/ Cooleemee be proactive and install dechlorination. Due to the unusual situation at the Cooleemee WWTP, in that the Town of Mocksville operates the plant and is investigating the possibility of transferring wastewater to the Cooleemee WWTP, the NPDES Unit encourages Davie County and the Town of Mocksville to work together to resolve any issues with the modification of the plant and its effect on operations. RA_ Ken VVndley opened the meeting by indicating that the Town of Mocksville had brought some issues to Ken's attention that he felt were worthy of discussing in an eftort to develop a plan That meets the Satisfaction of not only the Countybut also tho Town of Mocksville thQ opc:rato► of the system. In the long term Mocksville and Davie County will be partnering on the Cooleemee Wastewater 'treatment Plant. Ken than solicited John Grey to present his commnntn regarding the concerns he had relative to thy: Capital ImprOvernents Plan to the group, John Grey corpressed his cc ricern with the current stale of the Cecilia; Improvements Plan as prepared by Cavanaugh & Associates, P.A. and indicated that his concerns centered around the 'complete lack of technical support for the document and inadlierence to standards v( prer:tif.iu relative to it preparation of feasibility analysis and altamatives review document." Additionally, John presented his concern that there were no hydraulic calculations provided and other engineering specific date to support the recommendations included in the report. These included: no specific recommendations on food/mass ratio, no analysis of equalization, no specific coneem or attention given to the % full sludge levci in the existing basin, and his conc-ern that thin cost was not included in the improvements, clarifier performance, etc_ John Gray says that there are two reasons the Town would not take their discharge to the Cooleemee plant 1) The expense based on the Capital Improvements Plan, and (2) seismic studies performed in the area of the lino from Moekovillt: to Cooloornco. • 05/ 02/ 2002 07:17 3367714630 DIv IF WATER QUALITY PAGE =r5 03/28,'2002 19:05 FA1 3367516348 GREY COMPANIES I(14 Steve Cavanaugh Interjected at a pause in the listing of concerns that he feat that it was important to restate the total purpose of the meeting and to give a background of the preparation of Capital Improvements Plan and follow-on coordination with Grey Engineering. Ile recalled and revisited the decisions that were made in a previous meeting in Ken Vindley's nffien hetween Grey Engineering. Cavanaugh & Associates, P.A., the Town of Mocksville, and Davie County to solicit cooperation between Davie County and the Town of Mocksville for the preparation of a joint application for funding from the State Revolving Fund Program. The underntending at that time was that the Town of Mocksville was developing a 201 Pacilities Plan Update to support the funding necessary to pay for a new gravity collection line from the Town of Mocksville through the Bear Creek Basin to the Cooleemee Wastewater Treatment Plant. John Grey indicated that bacc=d on his reviow, h© hos re& problems with the Capital Improvements Plan and if it is to be considered as an alternative, that the Town of Mocksville will have a vested interest in, he needs to see more technical data. John r]oesn't see any typical analysis ti.e_ MOP 0, Metcalf & Eddy, etc.). He has not seen enough technical data to support the investment of $ 1 M for improvements_ If it appears that the cost of these improvements is too high, then they will be forced to not support this as an alternative and build their own 250,000 gallon per day wastewater treatment facility to handle the Bear Creek Basin needs. Some of the points John made include: i . Pump Station — 1-le questions the location of'the bar screen behind the pump station. 2. He questions the Equalization in the addition of the aeration in Me aeration basins, 3_ The cost of cleaning out the sludge in the lagoon is left out. 4. Return sludge pumping — velocity slow, therefore linos sludge up « splitting the tlow will make the problem worse. No analysis of pumping rates. Steve Cavanaugh questioned Terry Bralley as to the Town of fvlocksviile's intent to fund any of the improvements at the Cooleemee Wastewater Treatment Facility to bring the Cooleemee Wastewater Treatment Nlant into compliance at the permitted capacity of .1,500,000 gallons por day. Terry indicated that they had no plans of paving for or supporting the retirement of debt for improvements to the Coolcernee Wastewater Treatment Facility. Steve Cavanaugh exp!ainad that the real deciaion that the Town of Mocksville is currently reviewing end evaluating is an option of the cost effectiveness of transporting and treating the wastewater from the Boar Greek 9asiri to the Cooleemee Wastewater Treatment Fatality vs the construction of a now wastewater treatment facility owned and operated by the Town of Mocksville to handle the wastes. The only information that the Town of Mocksville needs from Davie County to finalize this decision is 1) the �ivailability of flow at the Cooleemee Wastewater Treatment Plant to accommodato the need (250,000 gallonE: per day), and 2) the rnte in which Davie County will charge the Town of Mocksville to treat the wastewater at the Cooleemee Plant. Jerry Byorly explained some of his concorns relative to the continuous accumulation of trash in the wastewater treatment facility and his desire to have this problem fixed immediately as it is getting very tiresome to continually unclog pipes and pumps on a day-to-day operation. When asked what he needed to be comfortable, John Cray replied that he would need: 1. A problem analysis, i.e. a problem statement. 2. An alternatives analysis — a menu to choose from. He wants analysis process work, a functional statement of problems with backup materials. (In other words, a feasibility study or a 201 FaciRios Plan, net a Capital improvements Plan_) In an effort to bring an effective closure to the meeting, Steve Cavanaugh summarized an action plan as follows: 1. Address the short term problem, i.e.. the trash. Cavanough & Associates, P.A. to develop plans and specifications for the design a mechanical bar screen. 2. Based on the immediate concerns expressed by MocksvlUe as the contract operator, a short term problems and recommended improvements document should be prepared and action should be taken or those items tho County feels can be implemented now outside of the loan ;inandng. 3. Based on the conversation regarding number of hours of operator attention and on - site review as welt as responsibility of the Town ot Mocksvilte as the contract operator to Davie County for the facility, it is apparent that the contract for operations and maintenance should be reviewed by both parties. At Ken Windley's suggestion. it was decided that a meeting would be convened with Larry Cable, the County and the I own of Mockf ville as operator to discuss the recommendations of Gene Johnson and support by Larry Coble of additional operator attention at the Cooleemee Plant. Summary of Environmental Conditions: The project site consists of the existing manufacturing facility and the existing waste water treatment plant. No physical alterations in either the manufacturing facility will result form this project and no physical land use changes will result form the WWTP improvements. The improvements to the WWTP will increase treatment capacity, thereby potentially creating a positive benefit to the WWTP service area. Project Modifications and Alternatives Considered The only alternative considered is the "no build" option.
