My staff has reviewed your request for speculative limits for a proposed expansion of the Davie
County/Cooleemee WWTP from 1.5 MGD to 3.0 MGD. The Division is initiating a basinwide
management strategy for the state. All NPDES permits within a given basin will be renewed in the same
year allowing the Division to examine interaction among all point and non -point sources of pollutants for
that basin. The basin plan for the Yadkin River Basin should be promulgated by 1998. In the
meantime, discharge limits will be based on existing procedures.
The speculative limits for 3.0 MGD will be:

Current pretreatment information indicates that the facility may need a limit or monitoring requirement for
cadmium, chromium, copper, nickel, lead, and zinc. As stated previously, this requirement will be
based on the nature of the effluent and cannot be accurately assessed at this time.
The Division encourages Davie County to take effective measures at this stage in order to meet better
than secondary levels, due to the uncertain outcome of the Yadkin River Basin management plan.

The facility should also be aware that the City of Salisbury has proposed a water supply intake on the
Yadkin River, this may or may not have an effect on the proposed discharge limitations.
Because Cooleemee WWTP may provide service to the City of Mocksville and the surrounding county
upon expansion, the permit holder should be aware of general statute 143-215.22G & H regarding
registration of water withdrawals and transfers of 1 MGD or greater. The Division of Water Resources
can provide more detailed information regarding its potential effect, if any, on the proposal.
Final limits will be provided upon receipt of an application for a NPDES permit. If you have any

Cooleemee WWTP
We have been requested by Davie County to submit the
following request for a waste load analysis to increase their
existing wastewater treatment plant capacity from 1.5 MGD to 3.0
MGD.
The existing Davie County wastewater treatment plant is
located in Cooleemee and discharges into the South Yadkin River as
shown on the enclosed map. This facility was originally
constructed as a 3.0 MGD facility and served the Burlington
Industries (formerly Erwin Mills) textile plant. Presently the
wastewater treatment plant receives domestic wastewater from the
Town of Cooleemee and 200,000 gpd of textile dye waste from Jockey
International. The Jockey facility is permitted for 500,000 gpd.
The expanded facility would be needed to serve additional
industry that is considering locating in Davie County plus the
possibility of providing service to additional areas of the county
and to the City of Mocksville. The latter would result in the
elimination of two existing wastewater treatment plants that serve
Mocksville.
We trust that the above information and the enclosed map
allows you to determine if the capacity of the County's wastewater
treatment plant can be increased to 3.0 MGD. Please feel free to
