I had reviewed the Horton Branch project 04-0881. In my opinion, they can be classified as a low-density project. Their
documentation is sufficient for that determination. I have also looked at the information you provided on the
alternative road alignment. It does infringe • the 30' setback required • the 401 Certification. However, as we
discussed, this option is best since it reduces the opportunities for environmental degradation and it is my opinion that
the alternative alignment should be accepted as in compliance with the conditions of the 401 Certification.
