MAYNARD ROAD NITROGEN REMOVAL WATER QUALITY STUDY - YEAR 1 INTERIM REPORT
1.0 BACKGROUND
The Town of Cary (Town) and the North Carolina Ecosystem Enhancement Program (NCEEP)
signed a Memorandum of Agreement on January 26, 2005 to design, install, and monitor a
nitrogen (N) reduction best management practice (BMP) system to remove 1,215 pounds of N
per year from within the Neuse River Basin.
The project is focused on a 624 -acre sub -basin draining approximately two- thirds of Cary's town
center located in the western portion of the 8,000 -acre Swift Creek Basin. Swift Creek and its
unnamed tributaries in the watershed are designated as 303(d) listed streams and contain
federally protected aquatic species downstream of the Town Center Area Plan (TCAP)
revitalization area. The purpose of the proposed BMP system is to improve water quality in the
Swift Creek subbasin by reducing N exports.
The nutrient offset project was designed and constructed in conjunction with a multi -phase
stream restoration project completed in the fall of 2012. Pre - construction water quality and flow
monitoring was conducted between 2005 and 2007, prior to project construction. Two years of
post- construction water quality and flow monitoring was initiated in July 2013 and will be
completed in July of 2015.
This report serves as an interim report on the status of water quality and flow data collected to
date. A final report containing a comparison of N loads pre- and post- construction will be
prepared after post- construction monitoring is complete in July 2015.

MAYNARD ROAD NITROGEN REMOVAL WATER QUALITY STUDY - YEAR 1 INTERIM REPORT
WATER QUALITY SAMPLING PLAN
Two water quality and flow monitoring sites were established pre- construction at the upstream
and downstream ends of UT to Swift Creek within the project area. For consistency in water
quality data, the same sites (as close as could be established post- construction) were
established for post- construction monitoring. The first site (Site #10) was established upstream of
the original restoration project area. Subsequent restoration phases resulted in Site # 10 being
located within the stream restoration project area. The downstream site (Site # 1) was established
downstream of Maynard Road. A corresponding flow monitoring site (Site # 1 1) was established
approximately 100 feet downstream of Site # 1. Photos of the sites are below. The locations of the
monitoring sites are depicted in Figure 1. Note that sites #249 were abandoned early during
pre- construction monitoring and are not included as part of this water quality study.

MAYNARD ROAD NITROGEN REMOVAL WATER QUALITY STUDY - YEAR 1 INTERIM REPORT
Sampling entailed collection of water quality samples for Total Kjeldahl nitrogen (TKN), nitrate
(NO2), nitrite (NO3), and nitrate /nitrite (NO2 /NO3). Additionally, cross - sectional area and flow
data was recorded against a stage height gage in order to generate discharge rating curves at
both monitoring sites. Flow and cross - sectional area will be used to calculate discharge in order
to generate total nitrogen load calculations (in pounds) from the water quality data.
A total of 19 samples were collected downstream (Site # 1) and a total of 12 samples were
collected upstream (Site # 10) pre- construction. For statistical validity, approximately the same
number of samples will be collected post- construction. Table 1 below summarizes the number of
samples collected pre- construction and post- construction, and the number of samples
remaining for post- construction monitoring.

3.0 WATER QUALITY RESULTS
To date, seven water quality samples have been collected post- construction. It would be
statistically invalid to compare N loads pre- and post- construction without a sufficient number of
post- construction samples. A final report on the comparison of N loads pre- and post -
construction will be prepared after post- construction monitoring is complete in July 2015.
Table 2 summarizes the water quality data collected post- construction in the study area
between July 2013 and July 2014. Copies of the full laboratory reports are presented in Appendix

FLAGS/ NOTES AND DEFINITIONS
The analyte was, detected'In the associated method' blank.
The sample was analyzed at dilution.
The reported value Is between'the laboratory method detection limit (MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data and moisture, content, where applicable
The analyte was, analyzed -for but not detected to the level shown, adjusted for actual sample preparation
data and moisture content, where applicable.
The concentration Indicated for this analyte Is,an estimated value above the calibration range of the
Instrument. This value Is considered an estimate.
Method Reporting Limit. The MRL Is roughly equivalent to the practical quantitation limit (PQL) and Is
based on the low point of the calibration curve, when applicable, sample preparation factor, dilution
factor, and, In the, case of soil samples, moisture content.
The spike recovery was outside °acceptance limits for the MS,and%or MSD duelo matrix
Interference The LCS and /or LCSD were within acceptance limits showing that, the laboratory'Is
In control and the data is acceptable.

FLAGS /NOTES AND DEFINITIONS
B
The analyte wasAetected In the associated method blank.
D
The sample was,analyzed'at dilution.
7
The reported value is between the laboratory method detection limit °(MDL) and the laboratory method
reporting limit (MRL), adjusted for actual sample preparation data, and moisture content, where applicable.
U
The analyte was analyzed for but notdetected'to the level shown,,ad]usted for actual sample preparation
data and moisture content, whereapplicable:
E
The concentration Indicated for this analyte is an estimated value above the calibration range of the
Instrument. This value is considered an estimate.
MRL
Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation, limit (PQL) and is
based on the'low- point of the calibration curve, when applicable, sample`preparation factor, dilution
factor, and, in the case of soil'samples, moisture content.
N
The analysis Indicates the presence of an analyte for which there Is presumptive evidence (85% or greater ,
confidence) to make a "tentative identification ".
