Inspection Summary:
Inspection was in response to a Notice of Intent. The Triaga facility is not yet operational. The building and warehouse are
still undergoing renovations. The site was previously operated by UTC Tobacco Company. There was a scrap metal
dumpster, duct materials and conex containers staged outside during the inspection, but these are temporary and a result of
the renovations.
Triaga will be manufacturing tobacco sticks, which for ease of explanation, appear to be cigarette "adjacent." The tobacco
sticks are a "reduced risk product." The cigarette stick is currently only manufactured and sold overseas. This will be the
first facility in the US to perform this activity.
Cast leaf tobacco arrives at the facility and is unloaded at loading docks. The loading docks are not covered, but they are
back sloped to prevent any spilled materials from leaving the area. Other products used in the manufacturing of the tobacco
sticks, like glycerin, glycol, flavorings, etc. are also unloaded in the area. All liquid materials are medical grade.
The tobacco is ground, processed and stored inside the facility. There are two drains located under one manufacturing area
in the facility. These drains are tied in to the Wilson sanitary sewer and the Triaga facility has an extensive written
agreement with Wilson regarding when and how the drains may be used. There are no other drains within the facility, other
than in restrooms. No industrial activity takes place outside other than in the loading dock areas and where a portable boiler
is located at the side of the facility. No products or other materials will be stored outside. The only paved outdoor areas are
the loading docks. The access roads and parking lots are either gravel or are vegetated.
The application states that Outfall 2 is located at a detention pond. The detention pond is shown in the site map on the other
side of the employee parking lot. The map that was submitted with the application apparently came from the previous
owners. The detention basin shown in the map was not installed and the area is level and vegetated. There is no distinct
outfall from this area. It is recommended that this outfall be removed from the application.
Outfall 1 was observed. Outfall one is a storm drain inlet. The area where the portable boiler drains to this outfall. One of the
loading docks is located in this drainage area as well, but the dock is back -sloped and stormwater is not expected to leave
the area.
Several spill kits were located onsite.
