This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0024244 and SOC S19-007. A Permit Renewal application was received by the Division dated September 7, 2021. Permit is for continue operation and maintainace of a 12.0 MGD wastewater treatment system. Discharge is via Outfall #001 into Long Creek which is classified as C waters in the Yadkin -Pee Dee River Basin. The subject facility is under Special Order by Consent (EMC SOC WQ S19-007) with modified permit parameters for BOD (Summer/Winter), Ammonia Nitrogen (Summer/Winter), and TSS. Please note that in accordance with SOC WQ S19-007, Item 2. (d), No later than fifteen (15) calendar days after any date identified for accomplishment of any activity listed in 2(a), Table of Scheduled Activity, the City shall submit to the Water Quality Regional Operations Section, Regional Supervisor, written notice of compliance or noncompliance therewith. Please also note that quarterly progress reports detailing the work and activities undertaken and completed on the upgrades to the collection system and WWTP are to be submitted. Flows for the calendar year 2021 were caculated with a yearly average monthly flow of 4.89 MGD or 40.79% of the 12 MGD permitted flow. Flows for calendar year 2020 were caculated with a yearly monthly average flow of 6.247 MGD or 52.05% of the 12 MGD permitted flow. The noted reduction of percent flow may be attritubed to reduced yearly average rainfall during 2021. The average rainfall for the Albemarle area is reported at 48.3 to 47 inches per year. Total rainfall for 2021 was reported at 35.67 inches. Enclosed with this report are copies of 12-month calculated averages for permit parameters. Also attached are graphs of the 12-month averages for BOD (Inf), BOD (Eff), TSS, NH3 as N, Flow, and Fecal Coliform. It was noted that effluent BOD and NH3 as N reflect affect of high flows. The influent BOD graph shows reverse affect of high Flows indicating a reduction in influent BOD by dilution.
