Dear Mr. Carlisle:
The Division of Water Quality is aware that Charlotte Terminal I, LLC recently purchased the Refuel
America Terminal at 7720 Mount Holly Road, Charlotte, NC. The previous owners held a Clean Water
Act National Pollutant Discharge Elimination System (NPDES) permit for the facility. The permit
authorized the discharge of wastewater at the site after it had passed through a treatment system
consisting of an oil/water separator, carbon adsorption, and a finishing pond. The NPDES permit
requires proper operation and maintenance of the wastewater treatment system as well as monitoring and
reporting of the quality of the effluent released.
The Division of Water Quality is requesting an update on your plans for the facility and a status report
with regard to the current state of operations at the facility. If operations will require treatment and
discharge of wastewater, you will need to assume responsibility for the NPDES Permit. A form for
transfer of ownership of the permit can be found at http://h2o.enr.state.nc.us/NPDES/documents.html, at
