HomeMy WebLinkAboutNC0088153_Fact Sheet_20220714FACT SHEET FOR EXPEDITED PERMIT RENEWALS This form must be completed by Permit Writers for all expedited permits which do not require full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc.) that can be administratively renewed with minor changes but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). Basic Information for Expedited Permit Renewals Permit Writer/Date Charles H. Weaver — 7/14/2022 Permit Number NC0088153 Facility Name Linville Riverbend RV Park WWTP Basin Name/Sub-basin number Catawba / 03-08-30 Receiving Stream Linville River Stream Classification in Permit B-Trout Does permit need Daily Max NH3 limits? No Is the stream impaired (on 303(d) list)? No Any obvious compliance concerns? None. No facility has been constructed; no current discharge. Any permit mods since last permit? Catawba Riverkeeper submitted comment letter requesting limits for turbidity, dissolved oxygen, temperature, and monitoring for e coli. Changes to draft permit ➢ Added limits for turbidity as per 15A NCAC 02B.0211 (21). > Added limits for dissolved oxygen as per 15A NCAC 02B.0211 (6). > Added instream monitoring for temperature and footnote regarding temperature increase as per 15A NCAC 02B.0211 (18). > Updated eDMR requirements. Added limits for DO and turbidity with knowledge that facility may not be constructed. Turbidity limit will require advanced treatment, and should be noted by the current and any future owners of this site. 9 CATAWBA RIVERKEEPEW June 23rd, 2022 NCDEQ/DWR/NPDES Water Quality Permitting Section 1617 Mail Service Center Raleigh, NC 27699-1617 Dear Water Quality Permitting Section, The Catawba Riverkeeper Foundation is a member -funded environmental nonprofit that educates, advocates, and protects the Catawba-Wateree River and all its tributaries. Our organization represents over 6,000 active members who rely on the watershed for drinking water, recreation, and electricity. The Linville River is a major tributary to Lake James and is a designated Class B trout water. This facility would occur upstream of the Linville Gorge Wilderness, which features a state designated natural and scenic river section of the Linville River. We appreciate the opportunity to comment on the Linville Riverbend RV Park WWTP NPDES permit (NC0088153) and make the following recommendations: • Monitor and limit turbidity The facility discharges into a designated trout water. Discharge should be monitored to ensure stream turbidity does not exceed 10 NTUs. • Place limits on discharge dissolved oxygen The facility discharges into a designated trout water. Discharge should be limited to ensure stream dissolved oxygen is not less than 6 mg/L. • Place a limit on discharge temperature at 20 degrees C The facility discharges into a designated trout water. The draft permit does not include a temperature limit. This still appears to violate 15A NCAC 02B .0211(18) "... the temperature for trout waters shall not be increased by more than 0.5 degrees C due to the discharge of heated liquids, but in no case to exceed 20 degrees C;." • Monitor E. coli in addition to fecal coliform The facility discharges into a designated Class B water. For the last 36 years, the EPA has recommended using E. coli instead of fecal coliform as an indicator of pathogens. Last year DWR proposed updating the standard and the Environmental Management Commission is expected to vote on it this year. Linville River users should not have to wait another 5 years for a more accurate measure of fecal contamination.
