We are in receipt of your letter dated August 8, 2022, indicating a Notice of Violation for a SSO
at both 611 Dartmoor Way, Sunset Beach (Incident Number 202201032) and 1601 Seaside Road,
Ocea Isle Beach (Incident Number 202201045).
The incident at 611 Dartmoor Way which occurred on July 4, 2022, appeared to be from a direct
failure at a joint in the 3" force main (FM). Torrential rainfall in the area along with the high seasonal flows
may have created additional pressure within the section of the FM causing the failure. There were no
indications prior to the failure that there were any issues within the area. Crews responded quickly and had
the section of pipe isolated and repaired within 2 hours of notification.
In addition, the pipe failure across the street from 1601 Seaside Road, Ocean Isle Beach
appeared to have been caused by NCDOT driving a street sign along the side of a bell joint in the
8" FM that over time had allowed the joint to ultimately fail due to loss of integrity. It was
apparent to crews that the joint had been damaged (cracked) at some point in the past and over
time the crack had elongated along the bell before failure. There was also no indication prior to
the failure that there were any issues in the area. I have attached pictures and a video in the email
that clearly show the metal sign stakes near the failure.
