Dear Mr. Shaver and Ms. Sprinkle:
As you are aware, the North Carolina Department of Transportation is proposing to construct a
Northwest Quadrant Connection between US 74 (Eastwood Road) and SR 1409 (Military
Cutoff Road) in New Hanover County. Due to unforeseeable circumstances, the Letting of this
project was delayed to June of this year. Since the current authorizations have expired and
construction within the permitted areas will not be completed by the end of the grace period due
to the delay in letting, the Department is requesting reissuance of the authorizations under the
current Regional General Permit 50 and Water Quality General Certification 4135. There
have been no changes in the design or impacts and the information submitted in the original
application dated September 30, 2019 is still valid.
