Narrative Description:
The proposal is located adjacent to 1402 Cove Court within Dill Creek in Morehead City, Carteret
County. This property is currently developed with a residential dwelling. This proposal is for private
use. The adjacent residential properties are similarly developed.
The elevation of the high ground on the property is approximately 3' above the normal high water
level. Vegetation on the property mainly consists of lawn grasses, shrubs, and Coastal Wetlands.
Water depths in the project area range from —1' to —3' nlw. The subaqueous substrate is soft with
shell. There is not a Federal Channel in the nearby vicinity of the project area. There is not a cultural
resource in the project area. This waterbody is approximately 120' across at this location. These
estuarine waters are classified as a Primary Nursery Area. Submerged aquatic vegetation (SAV) is
not present at this location. This waterbody is closed to shellfish harvest and is classified as SA;
HQW.
Proposed Development:
The applicant is proposing to construct a pier and two platforms within Dill Creek in Morehead City.
The proposed development would take place adjacent to 1402 Cove Court, Carteret County. This
proposal is for private use.
The applicant is proposing to construct a fixed pier with a covered platform and a floating platform.
The proposed pier would be 6' wide and 240' long beginning at the high ground on the property and
traversing the Coastal Wetlands to Dill Creek. At the pier's terminus, a 12' by 12' covered platform is
proposed on the west side and a 16' by 8' floating platform is proposed on the east side connected by
a 12' by 3' aluminum gangway. No formalized boat slips are proposed. The water depth in the
project area is -2.6' nlw.
Anticipated Impacts:
This proposal should not pose a hazard to navigation. The proposal would shade 1,880 square
feet of Coastal Wetlands and Public Trust Area. Traditional marine construction methodology
would be utilized during the construction of this project. Turbidity impacts are not anticipated
during the construction activities within Dill Creek. This waterbody is classified as a Primary
Nursery Area and there is no SAV present in the project area. There are oyster beds in the
vicinity of the project area. This waterbody is closed to shellfish harvest.
