Director Denise Hatzidakis 119 Heritage Drive Apex, NC 27523 NORTH CAROLINA Environmental Quality August 31, 2022 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System Non -Discharge Permit WQ0021626 Facility: 119 Heritage Drive Chatham County Dear Ms. Hatzidakis: On August 26, 2022, Staff from the Raleigh Regional Office visited your single-family residence (SFR) wastewater treatment system to evaluate compliance with the subject Non -Discharge Permit. The assistance of AQWA, Inc staff during the inspection was greatly appreciated. Our records indicate the treatment system consists of a 1,500-gallon baffled septic tank with an effluent filter; a recirculating 20 square foot Advantex-AX20 filter with a VeriComm control panel; a 7 gallon per minute (GPM) ultraviolet (UV) disinfection unit; a 2,500 gallon storage tank with a recirculation pump; a 2,500 gallon dosing tank with an 18 gallon per minute pump, audible/visual high water alarms, and a rain sensor; a 0.24 acre drip irrigation area with approximately 3,426 linear feet of drip line containing 1,708 emitters; and all associated piping, valves, controls, and appurtenances. Non -Discharge Permit WQ0021626 authorizes the continued operation up to 480 gallons per day (gpd). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non -Discharge Permit. The items below show what conditions were noted at your facility: Findings during the inspection were as follows: 1. Treatment system operation: The wastewater treatment system shall be effectively maintained and operated at all times so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. At the time of this inspection the facility appears to be effectively maintained. The facility is under contract with AQWA, Inc. and is inspected twice a year. 2. Pumping the septic tank: You are required to inspect the septic tank at least yearly to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. Within 30-days of receiving this letter, please send a copy of the most recent receipt/invoice to this office showing the date the septic tank was last checked and/or pumped out. UV Disinfection: Your system usesan ultra -violet (UV) Tight system for disinfection of the wastewater. A UV disnfection system provi des effective disinfection and preaenteilimits harmful bacteria from entering the envi ronment. Unless the UV disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz deere(s) shall be deened or replaced as needed to ensure proper disinfection of the wastewater. During thi s sitevist the ultraviolet disinfection appeared to working, and AQWA staff provided documentation that the lamp waschecked and replaced on August 25, 2022. 4. Proper Operation and Maintenance The system shall beinspected monthly to make certain of the proper operation of the drip lines, that the system is free of Ieaks, that the vegetative growth a I ows a proper drip pattern, that the ail i s esei mi I ati ng the disposed treated wastewater with no surface runoff, aid the no obj ecti onable odors we being generated. Any visiblesigns of a malfunctioning system shall be documented, and stepstaken to correct the problem. On theday of this inspection thedrip field appeared to beaseimilating the waste and no ponding and or runoff wasobserved. Non -Discharge permit WQ0021626 requires the permittee to "pay the annual administering and compliance monitoring fee within thirty days after being billed by the Division." Division records indicate the required annual fee ($60 per year) for the period ending December 31, 2022 and due January 3, 2022, has been pad. There are no overdue fees for the subject Non -Discharge permit. The permit for W00021626 was effecti ve from January 23, 2017 to December 31, 2021 and is now expired. Unless the UV disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection of the wastewater. During this site visit the ultraviolet disinfection appeared to working, and AQWA staff provided documentation that the lamp was checked and replaced on August 25, 2022. 4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the drip lines, that the system is free of leaks, that the vegetative growth allows a proper drip pattern, that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem.
