General Information Responsible Entity: Town of Clayton Wastewater Treatment Facility Name: Sam's Branch Water Reclamation Facility (SBWRF) ORC: William Simpson--SBWRF James Blalock --Collection System NPDES Permit: NC0025453 (SBWRF) Laboratory Certification: 348 Collection System: WQCS00110 Description of Treatment Process and Collection System: The SBWRF is comprised of an automated barscreen, grit chamber, sampling station, flow monitoring, dual oxidation ditches with biological nutrient removal, tertiary filter, ultraviolet disinfection, standby chlorination & dechlorination, sludge thickening, aerated sludge storage and reclaim water. The wastewater collection system is comprised of 28 lift stations, approximately 138 miles of gravity sewer and approximately 36 miles of force main. II. Performance The collection and treatment system recorded a good performance record for the twelve-month period from July 1, 2021, to June 30, 2022. The facility met the permit conditions with the following exception: The facility reported no overflows between 7-1-21 and 6-30-22 The treatment facility treated 590,356,692 gallons during the period and met NPDES permit limits. Clayton sent 134,390,410 gallons to Raleigh, and 374,610,200 gallons to Johnston County for treatment. The treatment facility delivered 11,090,560 gallons of reclaimed water to Pine Hollow Golf Course. The total system flow for the year: 1,110,447,682 gallons Sanitary sewer overflows that release 1,000 gallons or more and/or enter surface waters must be reported to the State of North Carolina. The collection system had 3 overflows during the period that did not meet the reporting criteria. Chemical Root Control was used throughout the year on lines with roots to avoid an SSO. The system also distributed Grease Public Education materials to all residents in accordance with requirements. The Town held the contractors to more stringent requirements on projects. No environmental impacts or adverse health effects were detected. The following improvements were made to the collection system during the twelve-month period: 1 Clear CAT FM easement 2 New Pumps & impeller kits 6 lift stations 3 Chemical Root Control 4 Clearing/Vegetation Control at L/S and on easements 5 CIPP lining of outfall and Main St. & Manholes 6 Blanch & O'Neil St. sewer replacement design 7 Liberty/West Main abandonment design 8 City Rd. L/S abandonment design 9 Starmount L/S abandonment design 10 Hamby St. sewer replacement design 11 ECIA new FM design to new WRF 12 Little Creek gravity construction & engineering 13 New Ven-trac mower for easement cutting 14 New software (NAASCO) for CCTV equipment 15 Little Creek L/S design, transmission line construction/design 16 Replace one truck & add two to fleet $34,440 $60,196 $5,820 $6,540 $302,381 $20,000 $4,165 $15,043 $40,617 $21,400 $614,532 $640,115 $30,745 $19,900 $1,138,588 $146,080 The cost of these improvements was approximately $ 3,100,562 In addition to the above projects the Town added two positions, a FOG Compliance Technician and a lift station Pump Technician to assist with the operating of the collections system. The Town is currently under a Town wide job classification/pay study review. The following improvements were made at the treatment facility during the twelve-month period. • Generator Control upgrade: $34,980 • Bar Screen Basket replacement: $15,005 • Grit Classifier Screw replacement: $12,580 The cost of these improvements was approximately $ 62,565 Construction & clearing for the new Sam's Branch Water Reclamation Facility started with the site and access road being graded and materials purchased. The cost of this work and design was approximately $14,614,594 III. Notification A notice of availability is published in the Johnstonian News and at www.townofclaytonnc.org.
