Dear Mr. Harrell:
On August 23, 2022, Stephanie Goss of the Raleigh Regional Office conducted an inspection of
the collection system at the subject facility. The assistance provided by Wayne Leary, Operator
in Responsible Charge (ORC), and Brandon Baldwin, backup ORC, during the inspection was
appreciated. Findings during the inspection were as follows:
1. Carolina Water Service, Inc. of North Carolina holds a deemed sewer collection system
permit and pursuant to 15A NCAC 02T .0403 that collects wastewater from nearby
subdivisions for treatment at the Ashley Hill WWTP.
2. The collection system includes five duplex pump stations, approximately 10.1 miles of
gravity sewer line, approximately 2.7 miles of force main, and one high priority line.
3. Five pump stations were inspected: Ruthledge Landing, Amber Acres, Amber Ridge,
Bishop Point !3 and Bishop Point #2. All pump stations are identified with signs, secured
access, and audible/visual alarms. The visual and audible alarms functioned when the
high-water floats were activated, and the SCADA system acknowledged the alarms. All
pump station had a generator on-site except for Bishop Point #1. The four on-site
generators were operational and are tested every week.
4. The aerial high priority line was inspected at Amber Ridge, and it appeared straight, rust
free and in good condition. The right of way (ROW) was adequately maintained, and a
logbook is kept for inspecting the aerial high priority line and maintaining the ROW.
5. An overflow response plan is available in case of a failure at a pump station is developed
and implemented.
6. An operation and maintenance plan including pump station inspection frequency and a
preventive maintenance schedule is developed and implemented.

7. Maintenance logs were reviewed and appeared satisfactory.
8. A Fats, Oils and Grease Program (FOG) is implemented and in-use. Educational
materials are distributed bi-annually.
9. There have been no reportable sanitary sewer overflow (SSO) incidents from the
collection system since the last inspection.
10. An up-to-date map of the collection system was available and up to date available which
included direction of flow, pipe size, pipe material, pipe location, pipe age, pump station
identification and location.
11. Mr. Leary stated of the 10.1 miles of gravity sewer, approximately 1.2 miles of gravity
sewer lines were cleaned in 2020 which is 11.9%.
