FACILITY OVERVIEW:
This facility is 100% domestic waste and treats a subdivision serving a population of 113 people. The facility
has a permitted and as built flow rate of 0.072 MGD. The treatment system includes the following wastewater
treatment components:
• Flow splitter box
• Bar screen
• Dual aeration tanks
• Dual blowers
• Dual clarifiers
• Sludge holding tank
The facility also holds collection system permit WQCSD0204.
• Sanuril chlorinator
• Chlorine contact tank
• Dechlorination
• Post aeration tank
• Effluent flow recorder
APPLICATION
The application does not indicate any changes in the facility or treatment since the last renewal of the permit.
The treatment system is operated by Aqua North Carolina, Inc. The annual average daily flow is indicated as
0.0074 MGD over the last two years, so the facility is operating at well below its designed and permitted
capacity.
INSPECTION
The most recent inspections (06/06/2019 & 10/24/2019) did not note any major issues with the facility. The
inspection found the facility in good condition and operated well. There were no compliance issues.

The data reviewed for the renewal is from July 2017 through April 2022.
REVIEW OF PERMIT LIMITS:
Flow - The facility is operating on average at a little more than 10% of the flow allowed by the permit. None of
the 58 monthly average values was above 0.014MGD.
Ammonia Nitrogen Limits - There do not appear to be any issues with limit violations over the permit term.
The current permit requires monitor weekly for NH3-N and has summer effluent limits of 6 mg/L (monthly
average) and 30 mg/L (daily max) and winter limits of 18 mg/L and 35 mg/L. A recent review by Division staff
has noted that 15A NCAC 213.0404(c) requires that winter waste load allocations for oxygen consuming waste
be no less stringent than 2 times the summer waste load limit. To meet this rule requirement the winter
monthly average limit for NH3-N is being adjusted to 12 mg/L. The winter Daily Max limit remains at 35 mg/L
in the draft permit.

While there could be some impacts with this change, based on the data reviewed from the previous permit cycle
it appears that the proposed change in limits can be regularly attained with the existing system. The maximum
winter value over the last permit was 24 mg/L which is below the daily max of 35 mg/L. No monthly average
(MA) values were more than 2.93 mg/L. This would indicate that a MA limit of 12 mg/L should not cause issues.
This is obviously an area of change that should be reviewed closely.
COMPLIANCE:
During the permit cycle this facility had no assessed violations (NOD, NOV) and no enforcement actions. In fact
there have been no assessed violations since 2008 and no enforcements since 2002.
FILE HISTORY REVIEW SUMMARY
Documents available indicate the permit has been in place since at least September 1986.
August 11, 1987 - Authorization to Construct (AtoC) for construction of a 0.049 MGD treatment system.
1997 Permit Renewal - This renewal indicates that in 1992 the facility requested NH3-N limits in leu of
toxicity requirements. Limits in the 1997 permit were set at

The permit also included effluent monitoring for TRC, Temp, TN, TP and DO. Instream monitoring (U & D)
was required for pH, Temp, DO and fecal
• AtoC - 2000 - Facility made a request to convert from tablet to liquid feed chlorination but ultimately asked
to withdraw the request and the AtoC was returned.
• 2002 Permit Renewal - Upstream and Downstream monitoring for pH and fecal removed. The permit cover
letter noted high TRC values and the potential for a limit to be added to the permit.
• 2004 - Name change to current owner - Aqua North Carolina, Inc.
• 2007 Permit Renewal - Permit added daily max limits for NH3-N of 30 (s) and 35 (w); also added a limit of
28 µg/L for TRC and established an 18 month compliance schedule for implementation of the limit.
Application notes service to 39 homes and a population of around 120.
• May 1, 2008 - AtoC for construction of dichlorination facilities. Engineers Certification received October 14,
2008.
• 2012 Permit Renewal - Added TRC compliance footnote (50).
• 2017 Permit Renewal -Added eDMR language.
PROPOSED PERMIT CHANGES:
• Updated eDMR requirements to be consistent with final EPA rule.
• Added regulatory citations throughout permit as needed.
• Winter NH3-N limits modified in accordance with 213.0404(c) to assure winter limits no less stringent
than 2 times summer limits.
• The 2017 permit contained a Special Condition related to toxicity monitoring, but this monitoring was not
required. The special condition has been removed.
• Permit map information updated.
