The original site plan, included with the PCN, showed the proposed road leaving the existing trail from about station 22 +50 and tying back in at about station 26 +00, the reason for this alignment was to avoid encroachment into the trout buffer (see attached Alternative W). Upon closer examination of the Alt. 'A' alignment it was determined that a substantial amount of bedrock is present and would require blasting to build Aft. 'A'. Additionally, Alt. 'A' was proposed parallel to and above Horton Branch along a steep slope. Horton Branch in this area has moderately eroded banks and the combination of proposed grading, and blasting, above a stream that is eroding in the direction of the proposed road was found to be undesirable. The currently proposed revision is labeled Alternative 'B' (attached), this alignment follows the existing trail between stations 22 +50 and 26 +00. This alignment does involve encroachment into the trout buffer for approx. 235 linear feet. A trout buffer waiver has been requested from NC- DENR -DLR. The proposed Alt. V alignment will involve changes to the stream and wetland impacts shown in the PCN. The amount of stream impact will remain the same as shown in the PCN but the location of Pipe #3 is to be shifted downstream from about station 25 +80 to about 22 +80. Alt. `B' will result in an increase in wetland impacts. Four new wetland impacts are proposed totaling 0.026 acres. This increase brings the total wetland impact for the project to 0.033 acres. Stream impacts remain the same as previously submitted: total permanent impacts 111 lin -ft; temporary impacts 120 lin -ft.; total stream impacts 231 lin -ft. (see revised impact table from PCN sections C.(2) and C.(3) attached). Environmental Planning Finance McGill .4s.sociares, P.A. • 3 -64 Rominger Road, Banner Elk.
