Asa follow-up to our discussion and the letter for NCDENR, here is a proposed path forward for consideration.
1. We have scheduled the contractor to excavate to the buried solids so that TCLP testing can be completed. We
will do the sample collection next week.
a. We have asked the contractor to give us a feel for the depth from surface to top of solids (we believe to
be several feet) and also see if they can get an idea of depth (for quantification).
It. Results will be provided to you once testing is complete
2. We discussed with the contractor the most viable solutions to slope stabilization and have come up with the
following recommendation.
a. Contractor would remove soil from above solids in the slope and place the soil adjacent to the
equalization basin to raise the grade.
b. An onsite stockpile location would be determined on site. In this location a hole would be dug, the
solids from the slope would be placed in the hole as it is removed from the slope. Once the slope is to
an elevation/slope we feel will be stable, the hole and the slope would be covered with 1-2ft of soil
originally removed from the hole to seal off the solids in both locations and allow for growth of grass.
c. In essence this approach leaves the material in the same buried condition as it currently exists, but in a
different location on site that would not be subject to erosion or future construction so that it is a
permanent solution.
Please let me know if this general approach is acceptable. We would not plan to do any moved or stabilization until the
TCLP testing is complete and we have concurrence from NCDENR
