(S&ME) with a copy of the letter dated February 27, 2017, from North Carolina Department of Environmental Quality (NCDEQ) to the City of Morganton – Department of Water Resources. Page 2 of this letter indicated that a site visit conducted by the NCDEQ revealed that temporary well TW-1 was never abandoned, and required proper abandonment. With receipt of this information S&ME’s certified well driller, Gary Simcox visited the subject site on March 30, 2017, to observe the reported condition. Based on our site observations, the temporary well in question was soil boring SB-1 (TW-1 original), completed on July 15, 2014, which was terminated upon encountering probe refusal at 15 feet below the land surface. At that time, a 2-inch PVC standpipe was installed in the boring to monitor for the potential presence of groundwater, which was never detected. Temporary wells TW-1, TW-2, and TW-3 were installed during the July 2014 assessment activities and they were properly abandoned following the collection of groundwater samples for the assessment. Although not a formal temporary well, S&ME did not abandon this soil boring during 2014. On March 30, 2017, soil boring SB-1 (TW-1 original) was abandoned by removal of the upper section of PVC standpipe and filling the borehole with bentonite.
