DEPARTMENT OF THE ARMY WiLMINGTON DISTRICT, CORPS OF ENGINEERS 151 PATTON AVENUE ROOM 208 ASHEVILLE, NORTH CAROLINA 28801-5006 September 16, 2014 Action ID.- SAW-2014-00839 Ms. Courtney Nolan Federal Aviation Administration Terminal Engineering Center 1500 Centre Park-way East Point, Georgia 30344 Dear Ms. Nolan: "'F"J` . ...... . . . . ... .... . 5", Pi T' On September 2, 2014, this Office received your request for Department of Army (DA) authorization for the discharge of fill material into 1,178 linear feet stream channel (595 If intermittent and 583 If ephemeral stream) and 0.2 acres of wetlands for the Charlotte Douglas International Airport (CLT), Airport Traffic Control Tower project (ATCT). The project proposes to replace an existing Air Traffic Control Tower (ATCT) with a new ATCT to support plans for further airport expansion. The project is located on the southern portion of the CLT site, located northwest of the intersection of West Boulevard with Billy Graham Parkway, in Charlotte, Mecklenburg County, North Carolina (N 35.204046, W -80.946237). The project area is adjacent to unnamed tributaries of Coffee Creek. Upon review of your Individual Permit application, this Office has determined that the application is incomplete and we cannot process the permit request until we receive the following information. 1. Please provide the names and the address of adjacent landowners outside of the Charlotte Airport and associated properties. 2. The application states that the purpose of the project is to replace the existing ATCT with a new ATCT due to future plans for further airport expansion. In order to be considered complete an application must include all activities which the applicant plans to undertake which are reasonably related to the same project and for which a DA permit would be required. As such, please provide additional information on what the future airport expansion includes, including all proposed work associated with this project that would result in additional impact to waters of the Unites States. -2- Please provide this information within (2) weeks of the receipt of this correspondence and if you have any questions regarding this request, contact Crystal Amschler at (828)-271-7950 extension 231.
