SUBJECT: WWTP Biosolids Investigation

We are in receipt of the letter from NCDENR dated November 17, 2014 as a follow up to our October 3, 2014
meeting to discuss the biosolids investigation at the Catawba River Wastewater Treatment Plan. We have
reviewed the letter and propose the following path forward.

Step 1 – Research available information and make an estimate of the extent of the biosolids disposal area.

Step 2 – Identify all residential water wells within a 1,500 foot radius around the WWTP.

Step 3 – Develop a groundwater testing plan to include locations of additional sampling wells.

Step 4 – Summarize information in Steps 1 – 3 above and submit to DENR for preliminary review and approval of
well locations.

Step 5 – Drill and develop test wells and complete groundwater sampling and testing of constituents as noted in
the letter.

Step 6 – Submit the results to DENR for review.

Step 7 – Meet with DENR to discuss results and next steps.

Schedule

Complete Steps 1-4 and submit summary and proposed well locations to DENR on or before February 6, 2015.

Complete Step 5 within 6 weeks from DENR approval.

Complete Steps 6 -7 within 4 weeks from initiation of Step 5.
