Description of Collections System: The City of Brevard ("City") wastewater collection system is located within and of the corporate limits of the City. The majority of the system consists of gravity sewer mains. There are currently fifteen (15) wastewater lift stations with pressure force mains located within the system that are owned and operated by the City. The collections system consists of approximately fifty-five (55) miles of sewer mains ranging in size from 2" to 24" which includes six (6) miles of force mains. These mains are connected by manholes at each intersection point. This system collects wastewater and delivers it to the City's Wastewater Treatment Plant (NPDES NC0060534) located at 95 Wilson Road, Pisgah Forest, North Carolina. The City of Brevard funds the Wastewater Collections Division each fiscal year within the Water and Sewer Utility Fund to operate, maintain, and protect the quality of North Carolina water resources and public investment in water pollution control systems. II. PERFORMANCE A. General: The City of Brevard Wastewater Collections System had a total of six (6) wastewater spills / overflows during the twelve month period from July 1, 2021 to June 30, 2022 (See events data charts on Page 4 of this report). Heavy rain events, during severe storms, periods of sustained and constant precipitation for consecutive days, attributed to two (2) spills and three additional spills were results of Tropical Storm Fred during August, 2021. Rainfall received during the events recorded ranged from 3.22" — 4.97" of rainfall. The Tennessee Valley Authority reported a total of 70.17" of precipitation was received in Brevard during this reporting period. One (1) event was the result of a pipe failure within Lambs Creek Basin. • Gallimore Road Lift Station /three (3) discharges. • System Manholes / three (3) discharges. The total net gallons of the discharge events are estimated at 117,250 gallons. An additional amount totaling 152,500 gallons was captured and hauled to the Waste Treatment Facility preventing this amount from reaching surface waters. The spills did not result in any fish kills or other known environmental impact. Page 2 of 6 • System Performance Annual Report July 1, 2021 —June 30, 2022 During this reporting period 41.6 million gallons of sewage was captured into the EQ tank and processed by the Waste Treatment Facility. This amount was prevented from discharging from the Neely Road Lift Station via the Neely Road Force Main. The City of Brevard reported all SSO events to the Mayor, City Council, Citizens of the City and Henderson County by means of local media (Transylvania Times Newspaper, Times-News Newspaper, WLOS Television, WGCR Radio Station, and WSQL Radio Station) and to NCDENR. Collections inflow and infiltration crews have continued with identification of inflow and infiltration locations and have aggressively corrected or repaired aging deficiencies in the system. While improvements have been progressing, the city continues to have sanitary sewer overflows during significant rainfall events. The City of Brevard remains committed to protection of our natural resources by annually dedicating $100,000 towards an ongoing Inflow / Infiltration Reduction Program to eliminate rain attributed overflows from broken or improperly attached sewer lines, cleanouts, roof drains, and sump pumps through repair and public education, and additionally through capital improvement projects. In addition, capital projects initiated or completed during FY 2021-2022 included: • Project — Gallimore Road Sewer Rehabilitation o The project was awarded to AM Liner East, Inc. and construction began on December 20, 2021. o Work completed to date through June 30, 2022: • 487 linear feet of new 8" ductile iron gravity sewer pipe • 585 linear feet of new 12" PVC gravity sewer pipe • 2,856 linear feet of 8" cured-in-place pipe (CIPP) • 2,028 linear feet of 12" cured-in-place pipe (CIPP) o Work remaining will include: • additional gravity sewer main replacement along Jumping Branch • service reconnections • manhole lining along Jumping Branch, Norton Creek and Brushy Creek Page3of6 System Performance Annual Report July 1,2021 —June 30,2022 During FY 2021-2022, Wastewater Collections personnel cleaned approximately 34,206 feet of the sewer system in addition to using closed circuit TV (CCTV) equipment to visually inspect approximately 8,447 feet of sewer lines. In addition to video inspection utility right-of-ways have been cleaned, and maintenance was performed on main sewer lines. Maintenance activities on the collections system included a total of 740' of deteriorated mains and service lines were replaced as discovered to eliminate inflow and infiltration. All system high priority lines were inspected. Housekeeping activities were routinely performed at all lift station sites including performance apparatus, pumps, tools and safety equipment.
