Fleet,
I was looking over the information you provided on 5/30/2022. Everything looks good except for a few small issues:
Please correct the following:
- General project design:
o The provided detail for Permanent Swale “B” on plan sheet C2.0 indicates that one of the side slopes of
these vegetated conveyances is 2:1. Per 15A NCAC 02H .1003(2)(c)(i), side slopes for vegetated swales
cannot exceed 3:1 without an on-site soil investigation and engineering calculations demonstrating
stability in perpetuity. Please either provide these items (demonstrating stability in perpetuity) or revise
these vegetated conveyances to have side slopes of 3:1 or flatter.
- Application, Section IV, 10:
o For a low-density project, the “drainage area” is equal to the project area (there are typically no off-site
components to a low-density project even if adjacent off-site areas drain to the project area/vegetated
conveyances). Please revise the “Total Drainage Area” and “Off-site Drainage Area” items in this table.
o For the “On-site Buildings/Lots” item, please just show the total amount of BUA allocated to the
individual lots (63,600 sf). The per lot BUA allocation can be determined from the provided deed
restriction document and calculations.

- Supplement-EZ Form:
o Cover Page:
Line 7 – Please include the width of the vegetated setback from surface waters as required per
15A NCAC 02H .1017(10). This item should be shown on the Supplement-EZ Form even if there
are no surface waters located on-site.
o Drainage Area Page:
Lines 6 & 7 – See earlier comment.
o Low-Density Page:
Line 4 – There is a know formatting issue with this cell of the spreadsheet. Please indicate the
side slope of the vegetated conveyances (you may need to either manually enter it or elaborate
in the Additional Information section (Line 15) if there are multiple cross-slopes.
Line 5 – The provided calculations show a maximum flow velocity of 3.7 fps (this line of the form
shows 4.3 fps). Please revise as needed.
Line 15 – This project is not located within a HQW area and is not subject to the maximum 12%
BUA allowance that low-density projects in HQW areas are. Please remove this item.
NOTE: Depending on how the swale cross-slope issue is handled, the swale calculations may
need to be updated.
Please provide the following:
- 1x hard copy & 1x electronic copy of the revised Supplement-EZ Pages.
- 1x hard copy & 1x electronic copy of the revised Application page.
- 2x hard copies & 1x electronic copies of the revised plan sheets.
- 1x hard copy & 1x electronic copy of anything else needed to address these comments.

Hand Delivery:

will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal review.

We received your post-construction stormwater permit application for the above mentioned project on 5/30/2022.
Reviews under the standard permitting process generally take 45 calendar days, but can take up to 90 calendar days per
statute (our other reviewer, Corey Anen, no longer works for the State, so this review may exceed 45 days). Please
upload all documents that you mailed into our office through the link provided below. Be sure to choose the Central
Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the “Add Another Post-Construction File Upload” link directly below the

but rather upload the relevant individual sheets under the appropriate file type. Selecting the correct file type ensures
that the files are properly named in the electronic repository and it helps expedite the review process.
