NC0044725 Scotland County The Lumber River below Maxton Airport received a water quality rating of excellent in the 1988 biological survey. This represents an improvement from the 1985 BMAN rating of good. The river is classified as a High Quality Water. The facility has no toxicity problems as evidenced by the toxicity test results. The facility has not submitted its annual priority pollutant analysis as required. The Technical Support Branch has recently evaluated newly submitted pretreatment headworks information for the Laurinburg-Maxton Airport Commission. This information on the 307(a) priority pollutants was either not available when the NPDES permit was last renewed or the POTW's effluent composition has changed substantially since permit issuance. Our toxics analysis (see attachment) bases limits and monitoring requirements on pretreatment information and actual effluent data. Limits are needed when the actual or reference effluent concentrations are greater than or equal to one -tenth of allowable effluent concentrations. Monitoring is recommended when actual or reference concentrations are between one -tenth and one-hundreth of the allowable. The pretreatment data, actual and permitted influent loads, indicates a need for effluent monitoring for Cadmium, Chromium, Copper, Nickel, Lead, Zinc, Cyanide, and Silver. This data will help us better evaluate the permit at renewal -time. Currently, the facility is limited for Cobalt, Chlorides, and Sodium with monitoring for Copper and Zinc. After review of this data, it has been determined that the NPDES permit should NOT be reopened. Since the facility is already monitoring for the toxics of highest concentration (i.e., Copper, Zinc, Cobalt, Chlorides, and Sodium), we will wait until permit expiration (7/31/92) to add new monitoring requirements. SUBJECT: Modifications to NPDES Permit No. .NC0044725 County: Scotland Dear Mr. Barnett: In accordance with a recent Division of Environmental Management policy clarification, we are forwarding herewith modifications to the subject permit. These modifications are issued to change the annual priority pollutant requirement contained in Part III, Condition J of your permit. These changes should clarify this monitoring requirement and result in a simpler procedure to achieve compliance. Please find enclosed a new annual pollutant analysis condition which should be inserted into the permit. The old condition is obsolete and is hereby removed from the permit. All other terms and conditions contained in the original permit remain unchanged and in full effect. These modifications are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983. These modifications become effective on March 1, 1989. If this decision to revise this requirement is unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 11666, Raleigh, North Carolina 27604. The existing permit expires at midnight on July 31, 1987.. The Laurinburg-Maxton Airport Commission would ask that the North Carolina Department of Natural Resources and Community Development grant said permit. The commission also seeks to have the discharge limits for chloride and sodium raised. There limits were initially set by joint agreement between Laurinburg-Maxton Airport Commission and the North Carolina Division of Environmental Management based on the expected discharge of our primary industry. Within the last six months a new industrial expansion at one of our dischargers has more than, double the Laurinburg-Maxton Airport Commission's discharge. The rate of discharge of sodium and chloride (mg/1) have remained the same and the volume has increased. This has caused the Laurinburg-Maxton Airport Commissiom to exceed the discharge limits in lbs/day. These violations have had no toxic effects on the receiving stream, the Lumber River. This is due to the fact that the limits were set very conservative and could be greatly expanded. We would like to have these increased and would be happy to meet with the appropriate Division of Environmental Management staff to establish new limits. Enclosed, please find the permit renewal fee. Based on our review we have the following comments and recommendations: 1. The EPA guideline documents indicate Chromium levels in the range of 0.25 to 2.0 mg/1 should not inhibit nitrification in a wastewater treatment facility. It is recommended you revise the proposed chromium level (8.0 mg/1) in Article V section 28 of the Sewer Use Ordinance to 2.0 mg/1. 2. The purpose of this additional review will be to insure that the total permitted load for each parameter does not exceed the allowable industrial pounds per day indicated in the analysis.
