temporary and not permanent. I usually suggest people submit request for review to make sure the work is in

> We had our preconstruction meeting for the Gildan project in Rowan County. During the site visit, I noted that the
water line contractor had already begun work on site. Currently there is a temporary pipe crossing that is installed at
permit site 1. At site 2, the wetland has been crossed with equipment and there is mulch debris in the wetland. I think
these areas are within the footprint of DOTS impacts. Can you confirm that the water line activities would be authorized
under a Nationwide 12, and DOT would not be responsible for their work under our NW 14? Photo 1 is permit site 2,
and photos 2 and 3 are permit site 1. 1 have also attached a copy of the encroachment agreement between NCDOT and
the utility owner for the work along the existing road, Heilig Road, and the new road. No. xx of the letter states that
they are responsible for obtaining their own environmental permits.
