PERMIT
TO DISCHARGE WASTEWATER UNDER THE
NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
In compliance with the provision of North Carolina General Statute 143-215.1,
other lawful standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Town of Sparta
is hereby authorized to discharge wastewater from a facility located at
the Town of Sparta Wastewater Treatment Plant
Little River Road
Alleghany County
to receiving waters designated as Little River in the New River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in
Parts I, II, and III hereof.
This permit shall become effective August 1, 1994
This permit and the authorization to discharge shall expire at midnight on December 31, 1995

SUPPLEMENT TO PERMIT COVER SHEET
Town of Sparta
is hereby authorized to:
1. Continue to operate and maintain the existing 0.25 MGD wastewater treatment plant consisting of
a bar rack, diffused aeration, final clarifier, chlorine contact chamber and aerated digester located
at the Town of Sparta Wastewater Treatment Plant, ,Little River Road, Alleghany County (See
Part III of this Permit), and
2. After receiving an Authorization to Construct from the Division of Environmental Management,
construct and operate a 0.60 MGD wastewater treatment facility, and
3. Discharge from said treatment works at the location specified on the attached map into Little River
which is classified Class C waters in the New River Basin.

** The monthly average effluent BOD5 and Total Suspended Residue concentrations shall not exceed 15 % of the respective influent value (85
% removal).
The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored weekly at the effluent by grab
sample.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

G. CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic
Bioassay Procedure - Revised *September 1989) or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or
significant mortality is 9% (defined as treatment two in the North Carolina procedure document).
The permit holder shall perform quarterly monitoring using this procedure to establish compliance
with the permit condition. The first test will be performed after thirty days from the effective date
of this permit during the months of March, June, September and December. Effluent sampling for
this testing shall be performed at the NPDES permitted final effluent discharge below all treatment
processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter
code TGP3B. Additionally, DEM Form AT-1 (original) is to be sent to the following address:

Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly
monitoring will begin immediately until such time that a single test is passed. Upon passing, this
monthly test requirement will revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina
Division of Environmental Management indicate potential impacts to the receiving stream, this
permit may be re -opened and modified to include altemate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum
control organism survival and appropriate environmental controls, shall constitute an invalid test
and will require immediate retesting(within 30 days of initial monitoring event). Failure to submit
suitable test results will constitute noncompliance with monitoring requirements.

CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay
Procedure - Revised *September 1989) or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality
is 2.1 % (defined as treatment two in the North Carolina procedure document). The permit holder shall
perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first
test will be performed after thirty days from the effective date of this permit during the months of
_MAR JUN SEP DEC Effluent sampling for this testing shall be performed at the NPDES permitted final effluent
discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B.

Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in
association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity
sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will
revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division of
Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate
retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute
noncompliance with monitoring requirements.

Facility requesting renewal of existing NPDES permit @ 0.250 MGD with modification for
expansion to 0.6 MGD. The receiving stream is located upstream of a designated HQW
segment of the South Fork New River. Expansion modification first requested in 1994 for
the addition of flow from a new industry, Bristol Compressors, manufacturers of air
conditioning and refrigerator compressors. Limits and monitoring requirements for several
metals that could be discharged were added to the permit at that time. No oxygen
consuming problems are present with this discharger. NH3 toxicity limits of 9 and 27 mg/1
have been given at the expansion flow of 0.6 MGD, however new procedure for NH3
limits, limits greater than 25 mg/1 will not be given will recommend monitoring .
Staff report indicates that construction of additional treatment facilities: Sequential Batch
Reactor (SBR), Flow Equalization Basin, Splitter Box to SBR or extended air unit and
enlargement of the chlorine contact chamber, should be completed by Dec. '95. Sparta
currently under SOC for flow (instream assessment finalized 4/94) and toxicity (SOC
amended 7/94).
WSRO requests that monitoring for metals be continued but no limits until
six (6) months after the upgrade of the plant is complete. Current permit @
0.600 MGD would limit cadmium = 23 µg/l, Cyanide = 58 µg/I, and
Mercury = 0.2 µg/l, w/ monitoring for Cr, Cu, Ni, Pb, Zn, As, and Ag.
This request is apparently to give Sparta time to determine the level of treatment needed to
meet the new metal limits. Tox analysis done at 0.250 MGD and 0.6 MGD, with facility
not at full capacity for Bristol Compressors, not sure that this data is representative of what
effluent will be like with all industrial flow. Will renew existing metals limits and
monitoring: will request that limits not go into effect until 6 months after
issuance of the permit. This to insure that enough data will be available
upon next renewal.
7/11/95 - Conference w/ Bo McMinn of Pretreatment.
Sparta has a very old activated sludge plant wl I&I problems. Construction of new plant
has been delayed by the weather and Town is missing deadlines under the SOC. In
addition, pretreatment and WSRO have concerns about whether the one SBR will provide
sufficient treatment. May need more than one SBR, if the cell should become full, while
the other cell is treating WW. Bristol has sent a couple of slugs of WW to the plant and has
knocked out the plant both times. Sparta is under a modified or short term plan which will
not collect enough data for analysis at next permit renewal, if it is the only source of data
monitoring.
With concerns about Sparta completing construction on time and
questions about the treatment of the new plant, he recommends: 1) keeping
limits for 0.6 MGD the same, 2) adding monitoring for metals @ 0.250
MGD with the exception of arsenic monitoring which he feels can be
dropped at both flows.
Concur with Bo's recommendations, had already discussed with
Carla about renewing all limits and monitoring @ 0.6 MGD. Will add
metals monitoring @ 0.250 MGD. Will drop arsenic monitoring.

CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay
Procedure - Revised *September 1989) or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality
is 9 % (defined as treatment two in the North Carolina procedure document). The permit holder shall
perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first
test will be performed after thirty days from the effective date of this permit during the months of
_MAR JUN SEP DEC . Effluent sampling for this testing shall be performed at the NPDES permitted final
effluent discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B.
Additionally, DEM Form AT-1 (original) is to be sent to the following address:

Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in
association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity
sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will
revert to quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division of
Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate
retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute
noncompliance with monitoring requirements.

With the addition of Bristol Compressors, the Sparta WWTP
has has trouble producing a quality effluent. The WWTP was
operating near capacity when Bristol was added and the Town
requested an SOC for the additional flow.
Upgrade on the Sparta WWTP should begin soon. It is the
concern of this office that with the addition of Bristol
Compressors and any future expansion by the Town that only one
Sequential Batch Reactor (SBR) with one equalization basin will
not adequately handle the incoming waste.
The WWTP discharges into the Little River which flows to the
New River. Both rivers are classified HQW downstream from the
discharge point. Appropriate steps should be taken by the Town
of Sparta during the upgrade to protect these waters.
Recommend permit be reissued.
