The impact of this increase in wasteflow on dissolved oxygen concentrations in the Little River was evaluated using Technical Support's Level B modeling framework. The results of the analysis indicate that the requested flow increase will have very little additional impact on the stream and that EMC criteria will be satisfied. As future reference, our evaluation also determined that the maximum amount of waste - flow for the Sparta WWTP will be 1.05 MGD. Any additional wasteflow above 1.05 MGD will cause a "significant impact" of more than 0.5 mg/1 of D.O. sag. However, since Sparta's plant design capacity is 0.25 MGD, Technical Support recommends that future JOC allocations not exceed this level. Note that two toxicity screens performed by DEM have demonstrated no acute toxicity associated with Sparta's effluent. Therefore, toxicity was not evaluated in this analysis. Background Information According to the Region, the 12-month average pre-JOC wasteflow for Sparta's WWTP is 0.1961 MGD. The current JOC request is for 0.023 MGD, which gives a post-JOC flow of 0.2191 MGD. The Region recognizes that the Sparta WWTP is already permitted for 0.250 MGD, however the JOC is for the period of the construction and upgrading of the facility when BOD and TSS might exceed permit limits. In 1987, there were effluent water quality violations for both parameters at the permitted wasteflow. In July, 1987, the Technical Support Unit determined tha coliform limit should be included in the Sparta permit.
