The Division received the subject PE certification with the slight deviations from the permitted
condition as noted. It was originally entered into our database as a minor modification, however, you
did not provide a completed plan revision request form to approve the revised plans. If it is your intent
to replace the currently approved plans with the revised ones you submitted on May 25, 2017, please
have the permittee sign and submit a completed plan revision application form. If not, then we will
enter the receipt of the PE certification only.
As part of the ongoing compliance with the conditions of this permit, please also provide a copy of the
recorded deed restrictions. Section 1.7 of the current permit specifically prohibited the construction of
any BUA within Lots 4 and 4A until a copy of that recorded document was submitted.
Mr. David Sneeden (Oak Ridge Properties at Olde Point, LLC) did not provide an email address on
the original application, so, please forward this email to him.

Please find the attached documents:
• One copy of the Record Drawings for the project.
• One copy of the Engineer's Certification and the certification checklist.
Please note that the Record Drawings have surveyed values for inverts and changes clouded. There
are two changes to the original plan I would like to highlight.
The first is that there was an additional catch basin added between JCT 5 and CB 10. This catch
basin was added because the grades were very slight in that area and the contractor and I wanted to
avoid a possible "bird bath" situation.
The second change is that some of the interior side slopes of the basin were not rip rapped. Sod
was placed in these areas instead. Although these slopes exceed the typical 3:1 slopes, the sod has
taken root and is performing well.
These changes are noted on the drawings as well as the surveyed invert and rim elevations of the
various structures. A copy of this certification will be sent via email to Annette Lucas and Dr. Bill Hunt to
notify them that the system has been certified and Dr. Hunt can start studying the efficacy of the system
and its treatment abilities with regard to fecal coliform and other pollutants.

received a copy of your clients request to eliminate the sidewalk and to make payment in lieu of
installing to Pender County. If this affects the approved stormwater plan, please provide updated
plans.
Also, the application notes that the development of one parcel is proposed. We have not received a
copy of the recorded deed restrictions for the outparcels in this project. Please note that prior to any
development on any of the permitted outparcels, those deed restrictions must be recorded and a copy
must be submitted to the Division.

Re: REVISED Oak Ridge Properties at Olde Point — Sidewalk Payment In Lieu Request and Engineer's
Estimate
Kyle,
Pursuant to our discussions at our site meeting on March 30, 2017 and after conferring with my
client I hereby request that the requirement for approximately 419 linear feet of sidewalk along
Ravenswood Road and Country Club Road be waived and that a payment in lieu of constructing the
sidewalk be made to the Pender County.
The sidewalk along Ravenswood Road is proposed to be between the stormwater basin and the
existing roadside swale on the basin side slope. This landscape position and proximity to the swale
would cause the downslope side of the sidewalk to be armored with rip rap to prevent erosion. Because
of the steep slopes and likelihood of ongoing erosion and maintenance issues with the placement of this
relatively short section of sidewalk my clients request that a payment in lieu of construction be made to
Pender County.
In addition the applicant respectfully requests that the proposed sidewalk along Country Club
Road not be installed at this time. NCDOT will be modifying the intersection of Country Club Road and
US Highway 17 in the near future. This work will entail an addition of a right turn lane and widening of
Country Club Road at that location. Given that the lot adjacent to this proposed sidewalk has not been
developed and NCDOT will likely modify the intersection and require additional right of way will likely
mean that placing a sidewalk as shown on the plan will most likely result in infrastructure that will be
displaced at the time of the development of the adjacent lot and or the modifications made by 'NCDOT.
The cost of installing the sidewalks referenced above is estimated at $14,560.00. This estimate
is based on a 110% value of the site contractor's bid for the work. ($6,116.00 for the sidewalk along
Ravenswood and $8,444.00 for the sidewalk along Country Club.)
