Inspection Summary:
This inspection was conducted in response to an Inquiry regarding concerns for upcoming maintenance requirements.
The outlet structure and orifice were observed to be working properly and the area around the pond was vegetated and
well maintained except for a few minor bare areas along the top of the pond slopes.
No obvious evidence of french drains being a problem were observed
The water level of the pond was high and most likely due to recent rains and possibly decreased capacity due to
sedimentation
The pond depth was not evaluated since DEMLR does not have the ability or tools to make depth determinations.

Guidelines for Access: The staff of the Regional Office is dedicated to making public records in
our custody readily available to the public for review and copying. We also have the responsibility
to the public to safeguard these records and to carry out our day-to-day program obligations.
Please read carefully the following before signing the form.
1. Due to the large public demand for file access, we request that you call at least a day in
advance to schedule an appointment for file review so you can be accommodated.
Appointments are scheduled between 9:00 a.m. and 3 00 P.m. Viewing time ends at 4 45
p.m. Anyone arriving without an appointment may view the files to the extent that time and
staff supervision are available.
2. You must specify files you want to review by facility name or incident number, as
appropriate. The number of files that you may review at one appointment will be limited to
five.
3. You may make copies of a file when the copier is not in use by the staff and if time permits.
Payment is to be made by check, money order, or cash in the administrative offices.
4. Files must be kept in the order you received them. Files may not be taken from the office.
No briefcases, large totes etc. are permitted in the file review area To remove, alter,
deface, mutilate, or destroy material in public files is a misdemeanor for which you can be
fined up to $500.00.
5. In accordance with GS 25-3-512, a $25.00 processing fee will be charged and collected for
checks on which payment has been refused.
6. The customer must present a photo ID, sign -in, and receive a visitor sticker prior to
reviewing files.

STORMWATER COMPLIANCE INSPECTION REPORT
Project Name: Harvest Grove Subdivision
Project Number: SW8 951007 Control Measures: Detention Pond,
Curb Outlet System

Inspection Date: May 29, 1998
Weather Conditions: Warm, cloudy
Compliance Issues:
a. The pond slopes themselves have been grassed, but the immediate area of the pond is still bare
soil and unstabilized.
b. The trash rack is not installed.
PE Certification Received? NO Deed Restrictions Received? YES 5/13/98
Required Action:
a. Please continue with the seeding efforts to include the remaining bare areas. These bare areas
are contributing to the sediment load into the pond, shortening the time before it will need to
be mucked out to maintain the design depth.
b. Install the trash rack.

3. Clean out the accumulated sediment.
This has been done.
4. Provide a trash rack for the outlet, and clean up the
outlet structure. Confirm that the orifice is correctly
sized, and is at the correct elevation, and that the
required storage has been provided.
The trash rack is now installed on the outlet and the outlet
structure has been cleaned out. The orifice is the correct
size and the outlet structure has been corrected to maintain
the properrstorage of water.
5. Relocate the curb cut in the entrance road to provide a
minimum of 100' of swale prior to discharge.
6. Regrade the 5:1 swale to provide positive drainage from the
cul-de-sac to Greenville Loop Road ditch or submit a permit
modification to address this issue.
The above problems resulted because of a needed modification
at the front entrance. There was no area provided for my entrance
signage and landscaping. Ward Andrews, my engineer, has discussed
proposed solutions to the above problems. He advises me that the
proposed solutions are acceptable to you. I will plan to have
this work completed no later than 90 days. My utility contractor
is behind schedule in completion of other projects. I hope that
I can get this problem corrected in less time than that.
7. Provide a copy of the recorded deed restrictions.
Enclosed is a copy for your records. I thought your office
already had a set. I apologize for not having furnished them to you.
8. Provide the Engineer's Certification upon completion of the above
items.
Just as soon as the remaining above items are completed, I will
make sure that you receive the certification.
The letter to me indicated that a copy was going to the Building Inspector.
With?the exception of the absence of a trash rack on the outlet structure, and
some debris in the outlet structure, I have made an ongoing attempt to get this
project on line and in compliance. I can assure you that I have tried to
complete the pond digging and grading, but it has been extremely wet. That is
now complete. The problem at the entrance road is one that I have had to deal
with as that area came together. I now know what to do because of my engineers
discussion with you. I know that as far as you are concerned, they are violations.
Please understand that I have made a dilligent attempt to get this -.project right.

Harvest Grove Subdivision

Dear Mr. Beasley:
On April i0, 1998, Wilmington Regional Office personnel performed a Compliance Inspection of the
project known as Harvest Grove Subdivision, located off Greenville Loop Road in New Hanover County,
North Carolina. The inspection was performed to determine the status of compliance with Stormwater
Permit Number SW8 951007, issued to you on August 13, 1997.
The project has been found in violation of Stormwater Permit Number 951007, issued pursuant to
the requirements 6T 15A NCAC 2H.1000. The violations found are:
1. Section II, Item #lb- Failing to repair eroded areas of the stormwater system. The detention
pond slopes are currently bare, resulting in severe erosion.
2. Section II, Item #4- Failing to maintain the detention pond slopes at 3:1, failing to unclog the
outlet structure, and failing to remove accumulated sediment. The pond slopes are steeper
than 3:1 in many areas, and have sloughed off into the pond in others. The outlet structure
does not have a trash rack, and a large tree limb was protruding out of it.
3. Section II, Item #8- Failing to provide a copy of the recorded deed restrictions within 30 days
of recording the plat.
4. Section II, Item #3- Failing to provide the Engineer's Certification upon completion of the
facility.

By copy of this letter to Ms. Beth Easley, I am requesting that she investigate the off -site
sedimentation onto a lot in the Land's End Subdivision immediately adjacent the pond site due to the lack
of vegetation and sediment control measures. Additionally, neighbors in Land's End allege that the existing
drainage has been impacted such that they have no drainage at all now. The DWQ has no jurisdiction
regarding drainage or flooding.
