Dear Mr. Prevatte:
This Certification is pursuant to the application for Sleep Inn Motel received on June 12, 1995,
with additional information received on June 28, 1995. Staff review of the project plans and
specifications has determined that the stormwater control system as proposed for Sleep Inn Motel will
comply with the Stormwater Regulations set forth in Title 15A NCAC 211.1003(i). The ninoff from
81,000 square feet of impervious area will be treated in a detention pond sized to achieve 90% reduction
in Total Suspended Solids.
Any modification of the plans submitted to and approved by this Office or further development
of this site regardless of the fact that the modification may be less than 1 acre, will require an additional
Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include
but are not limited to; project name changes, transfer of ownership, change of owner address, redesign
of built -upon surfaces, addition of built -upon surfaces, redesign or further subdivision of the project area.
This Certification shall be effective from the date of issuance until rescinded. The project shall
be constructed and maintained in accordance with the plans and specifications approved by the
Wilmington Regional Office. This Certification does not supersede any other permit or approval. The
developer is responsible for obtaining any and all permits and approvals necessary for the development
of this project. This could include the Division of Coastal Management under CAMA requirements, the
Division of Environmental Management under Wetland 401 Water Quality Certification and/or a Dredge
and Fill Permit and/or a Sewer Extension/Collection Permit, U.S. Army Corps of Engineers 404 Wetland
Permit, NPDES Stormwater Permit if disturbing five acres or more, local County or Town Agency
permits under their local ordinances, or others that may be required.

A professional engineer must certify that the stormwater system has been installed in accordance
with the approved plans and specifications upon completion of construction. The attached certification
must be received in this Office within 30 days of completion of construction. Failure to provide the
Engineer's Certification is considered a violation of this Certification.
The detention pond must be constricted in it's entirety, operational for it's intended use, and
permanently vegetated prior to the construction of any impervious surfaces proposed as a part of the
project, except roads. Failure to construct the stormwater controls as approved is considered a violation
of this Certification.

the covenants will be binding on all parties and persons claiming under them, that they will run with the
land, and that benefits may be enforced by the State of North Carolina, therefore, the covenant cannot be
changed or deleted without consent of the State.

2. DETENTION POND AND COLLECTION SYSTEM
A. The detention pond will be checked after every major storm event to insure that the
outlet structure is working properly and is not clogged with debris. Remove any accumulated
sediment or debris. Any signs of erosion or deterioration of the pond side slopes or any other feature
must be repaired before the next storm event.
B. The depth of the pond will be checked every six months to determine the depth of the
permanent pool. The pond will be cleaned out when silt deposits reduce the depth of the permanent
pool below 3.75 feet. The side slopes of the pond shall be mowed as required to maintain a grass
height not to exceed 8 inches in height.
C. Collection basins and piping will be checked every six months and kept clear as
necessary.
3. CERTIFICATION
The owner will submit to the Department of Environment, Health and Natural Resources an
Engineer's Certification that the stormwater facilities were constructed in accordance with approved
State of North Carolina

Please accept this letter with our signatutes as PERMISSION to install approximately 20 linear
feet of 12" RCP pipe and an energy dissipator that will encroach our property into the ditch that
runs along the back of our property as shown on the plans prepared by Andrew & Kuske
Consulting Engineers, Inc The pipe will extend frorn a detention pond which will be located on
the adjacent property owned by Wilmington Development Company in conjunction with the

The Wilmington Regional Office received a Stormwater Submittal for the Sleep Inn Motel on June
12, 1995. A preliminary review of that information has determined that the submittal for the subject
project is not complete. The following information is needed to continue the stormwater review:
1. Please delineate the 149,000 square foot drainage area.
2. Provide a copy of the easement agreement for the pond outlet pipe.
Please note that this request for additional information is in response to a preliminary review. The
requested information should be received by this Office prior to July 20, 1995, or the submittal will be
returned as incomplete. If you have any questions concerning this matter please feel free to call me at

SECTION 942
RIP RAP MATERIALS
942-1 PLAIN RIP RAP.
Stone for plain rip rap shall consist of field stone or rough unhewn
quarry stone. The stone shall be sound, tough, dense, resistant to the
action of air and water, and suitable in all other respects for the pur-
pose intended. Where broken concrete from demolished structures or
pavement is availahle, it may be used in place of stone provided that
such use mints with the approval of the Engineer. However, the use
of broken concrete which contains reinforcing steel will not be
permitted.
The stone or broken concrete shall be graded to meet the following
requirements:
1. For Class 1 Rip Rap. Stone shall vary in weight from 5 to 200
pounds. At least 30 percent of the total weight of the rip rap
shall be in individual pieces weighing a minimum of 60 pounds
each. Not more than 10 percent of the total weight of the rip rap
may he in individual pieces weighing less than 15 pounds each.
2. For Class 2 Rip Rep. Stone shall vary in weight from 25 to 250
pounds. At least 60 percent of the total weight of the rip rap
shall be in individual pieces weighing a minimum of 100 pounds
each. Not more than 5 percent of the total weight of the rip rap
may be in individual pieces weighing less than 50 pounds each.
942-2 STONE FOR EROSION CONTROL.
The stone shall be of a hard, durable nature and shall range in size
as follows:
Class Size
A 2' - 6'
B 5' - 15'
All stone shall meet the approval of the Engineer. While no specific
gradation is required, the various sizes of stone shall be equally dis-
tributed within the required size range. The size of an individual
stone par.icle will be determined by measuring its long dimensions.
