Signature Date 0 LAREMOOR SUBDIVISION STORM WATER MANAGEMENT OPERATION AND MAINTENANCE PLAN Lakemoor Subdivision is a private subdivision in NorthChase Development, New Hanover County, developed by Bill Clark Construction Co., Inc. The subdivision includes improvements which will be constructed and which will require perpetual maintenance. The improvements include a storm water management system which relies on grassed swales to provide treatment of storm water runoff before release to surface water. Routine maintenance is required in order for the grass swale system to function properly. There is in existence a homeowners association, NorthChase Homeowners Association, Inc., to provide for this and other maintenance of common areas, and all lots in Lakemoor subdivision must be members of NorthChase Homeowners Association, Inc. The developer, Bill Clark Construction Co., Inc., has warranted that said improvements will be performed in a proper and workman -like manner, and that saI id improvements will meet all federal, state and local regulations and that the same will be inspected and approved by the appropriate authorities. The Homeowners Association will perform routine inspection and maintenance as outlined below. Dues will be established at a level sufficient to fund the required maintenance personnel. As a minimum, the required maintenance procedures will include: (1) Ensure that grass is mowed a minimum of one (1) time every ten (10) days during the growing season. A preliminary review of that information has determined that the submittal for the subject project is not complete. The following information is needed to continue the stormwater review: 1. The submittal form indicates that the lots will be restricted to 2,850 square feet. Upon a review of the density calculations for the project, it has been determined that the figure must be revised to 2,055 square feet in order to comply with an overall density of 30%. I have enclosed the original submittal form for your convenience in making this revision. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to July 24, 1994, or the submittal will be returned as incomplete. A preliminary review of that information has determined that the submittal for the subject project is not complete. The following information is needed to continue the stormwater review: /Curb and gutter streets require the following additional items that must be addressed: c% a. Swale velocity calculations to show non -erosive velocity for the type of grass cover specified. �. A swale detail showing 5:1 minimum side slopes, type of grass cover, and bottom n width. (� C. All swales must be a minimum of 100' long and have a maximum longitudinal slope 0 of 5 %. 2. A density submittal may not have excessive piping and collection systems. This project has several runs of piping several hundred feet long. These must be eliminated, or a detention pond must be designed to State standards for the runoff. Z3. A completed submittal form, signed by the owner and notarized. Description of Project 1. Type Development - This is a residential development consisting of fifty seven (57) lots located on an 11.45 acre site within Northchase east of Northchase Parkway and south of the recreation area. 2. Earth Disturbing Activities - The earth disturbing activities will consist of site grading as well as excavation for utilities and drainage. 3. Soil Types - The soils on this site consist primarily of fine loamy sand with lenses of organic or peaty materials. These type soils are highly susceptible to erosion. 4. Drainage - The drainage for this site will discharge to a pond approximately three (3) acres in size which is a part of the Northchase pond system. This pond system was designed by Talbert, Cox and Associates, Inc. to provide for storm water management of the entire Northchase Development. This development complies with the intent of the storm water management master plan. B. EROSION AND SEDIMENTATION CONTROL MEASURES 1. The site will be developed in phases of 15-20 lots per phase which will minimize the area disturbed at one time. 2. Filter check dams will be provided at outlets where pipes discharge into swales to trop sediment at that point. 3.
