Skvarla, III Secretary RECEIVED SEP 18 2014 DWO.WARD This letter of refinement is in reference to your recent email correspondence requesting a modification of the Protective Covenant associated with the compensatory wetland mitigation approved under Major CAMA/Dredge and Fill Permit No. 32 -13 issued to the Ocracoke Youth Center Inc. on 28 February 2013 for the construction of a retaining wall, sports facility, parking and other infrastructure on the Ocracoke Youth Center property located at the terminus of Burrus Road off SR 1358 in Ocracoke Village, Hyde County, North Carolina. Based upon comments submitted to you on the proposed change to the Protective Covenant from Anthony Scarbraugh (Division of Water Resources), and Josh Pellitier (US Army Corps of Engineers). Your request, as agent for the Ocracoke Youth Center, to modify the aforementioned permit to allow the reduction in compensatory mitigation from 2.82 to 2.7 acres in order to allow for a 20' wide access corridor to the restoration area is hereby authorized. All previous permit conditions apply and remain unchanged. Your modified plat of the compensatory/restoration area dated 21 July 2014 illustrating the access corridor to the restoration area will become a part of the permit file and all work should be carried out accordingly. Prior to undertaking any activities associated with the mitigation site, a copy of the final protective covenant shall be provided to this office.
