The Wilmington Regional Office received a Stormwater
Submittal for the Bob King Pontiac on September 21, 1992 A
preliminary review of that information has determined that the
submittal for the subject project is not complete. The following
information is needed to continue the stormwater review:
1. Confirm that none of the existing site will drain to
the new pond.
2. when was parking easement established and paved9
3 Provide details of the outlet ditch, the energy
dissipator, and change the screening material for the
orifice to hardware cloth.
4. The Operation and Maintenance agreement between Bob
King and the City of Wilmington is sufficient to
satisfy our requirements. Please send us a letter
indicating that Bob King will abide by the requirements
in the agreement, and have it signed and notarized.

DESIGN NARRATIVE
1. INTRODUCTION:
The project site is located along New Centre Drive, Wilmington,
adjacent the existing Bob King Pontiac-GMC Auto Mall. The
overall tract size is 2.00 acres of which 0 26 acres are
contained within a parking lot easement for an adjoining tract
The topography consists of relatively flat areas with the rear
portion on a slightly higher plane than that of the front
portion. Vegetation consists of grassed ground cover on the
front portion with trees and thick underbrush throughout the rear
portion of the site.
2. PROPOSED CONSTRUCTION:
The proposed activity involves construction of the New and Used
Car Recon Center toward the rear of the property as well as a
future Sales Office located immediately adjacent New Centre
Drive.
Construction is to be completed in phases with Phase I
construction consisting of installing the Recon Center
improvements as well as the detention facility designed for the
entire project area. At some undetermined future date, the front
Sales Office is to be constructed.
3. DRAINAGE DESIGN
The drainage features were designed to both City of Wilmington
and the North Carolina Division of Environmental Management (DEM)
drainage requirements. where both agencies had overlapping
design criteria, the more stricter criteria was used for design
Options for stormwater removal or retention included infiltration
trenches, an infiltration pond and a detention pond. The first
two options were deemed unlikely due to familiarity with existing
organic soil material below the topsoil on tracts immediately
across the street. Therefore, the detention pond option was
pursued for final design.
Drainage calculations were made using the Rational Method with a
10-year storm event. A time of concentration (Tc) of five (5)
minutes was used due to the relatively short travel times over
the paved areas. Using tables prepared by the City of
Wilmington, the rainfall intensity for the Rational Method is
7.23 inches per hour Pipes draining into the pond as well as
the pond overflow were sized according to this method.
Page Two
Design Narrative
The detention pond configuration was based on DEM design
requirements with the drainage area and overall percent
impervious area for the project site used to determine the pond
surface area, depth and restrictive orifice design. A design
concern was to restrict runoff from adjoining areas Existing
grades indicate the runoff from the rear site to flow away from
the project area while in the front area, new pavement grades
were raised slightly to provide a lip hindering runoff onto the
new area.
The reader's attention is called to the runoff calculations
included for detailed design considerations.
4. EROSION CONTROL CONSIDERATIONS:
Erosion control considerations involve limiting soil migration
from the site either by vehicular traffic or through stormwater
runoff. As indicated on the Drawing, the first step of
construction activity will consist of installing the construction
entrance. Because the proposed construction will be in two
phases, two construction entrances are indicated. For Phase I
construction (rear), the entrance will be installed adjacent the

located at the proposed entrance adjacent New Centre Drive
Additional measures include the following:

outlet velocity and minimize undermining at the outlets.
Another consideration is that the entire disturbed area will
drain into the detention pond. As such, the pond will act as a

all disturbed areas, the pond may require cleaning to restore to
the initial design configuration

DESIGN NARRATIVE
1 INTRODUCTION:
The proDect site is located along New Centre Drive, Wilmington,
adjacent the existing Bob King Pontiac-GMC Auto Mall. The
overall tract size is 2.00 acres of which 0.26 acres are
contained within a parking lot easement for an adjoining tract
The topography consists of relatively flat areas with the rear
portion on a slightly higher plane than that of the front
portion. Vegetation consists of grassed ground cover on the
front portion with trees and thick underbrush throughout the rear
portion of the site.
2 PROPOSED CONSTRUCTION.
The proposed activity involves construction of the New and Used
Car Recon Center toward the rear of the property as well as a
future Sales Office located immediately adjacent New Centre
Drive.
Construction is to be completed in phases with Phase I
construction consisting of installing the Recon Center
improvements as well as the detention facility designed for the
entire pro)ect area. At some undetermined future date, the front
Sales Office is to be constructed.
3 DRAINAGE DESIGN
The drainage features were designed to both City of Wilmington
and the North Carolina Division of Environmental Management (DEM)
drainage requirements. Where both agencies had overlapping
design criteria, the more stricter criteria was used for design
Options for stormwater removal or retention included infiltration
trenches, an infiltration pond and a detention pond The first
two options were deemed unlikely due to familiarity with existing
organic soil material below the topsoil on tracts immediately
across the street. Therefore, the detention pond option was
pursued for final design.
Drainage calculations were made using the Rational Method with a
10-year storm event. A time of concentration (Tc) of five (5)
minutes was used due to the relatively short travel times over
the paved areas. Using tables prepared by the City of
Wilmington, the rainfall intensity for the Rational Method is
7 23 inches per hour Pipes draining into the pond as well as
the pond overflow were sized according to this method.
Page Two
Design Narrative
The detention pond configuration was based on DEM design
requirements with the drainage area and overall percent
impervious area for the project site used to determine the pond
surface area, depth and restrictive orifice design. A design
concern was to restrict runoff from adjoining areas. Existing
grades indicate the runoff from the rear site to flow away from
the project area while in the front area, new pavement grades
were raised slightly to provide a lip hindering runoff onto the
new area.
The reader's attention is called to the runoff calculations
included for detailed design considerations.
4. EROSION CONTROL CONSIDERATIONS.
For Phase I
construction (rear), the entrance will be installed adjacent the
parking lot easement; the Phase II construction entrance will be
located at the proposed entrance adjacent New Centre Drive.
Additional measures include the following:
1. temporary and permanent seeding as indicated on the Drawing
2. use of catch basin sediment traps prior to paving
3. rip -rap and flared end sections at all pipe outlets to reduce
outlet velocity and minimize undermining at the outlets.
Another consideration is that the entire disturbed area will
drain into the detention pond. As such, the pond will act as a
large sediment basin during construction. Upon stabilization of
all disturbed areas, the pond may require cleaning to restore to
the initial design configuration.
